It was noted if the violation'results in a misdemeanor it would carry its own <br />penalty. <br /> <br />City Engineer Jankowski indicated the definition of a violation should be better defined than it is <br />currently stated iI+ the draft ordinance. <br /> <br />Public Works Director Olson indicated staff will research violation penalties in relation to <br />misdemeanors with the Police Chief and City Attorney. <br /> <br />Consensus of the Committee was to direct staff to include a revised draft ordinance for violations <br />of the sign ordinance on the agenda of the January Public Works Committee meeting based on <br />the above discussion. <br /> <br />Case #3: <br /> <br />2007 Street Maintenance Program <br /> <br />City Engineer Jankowski indicated a draft Feasibility Study for the 2007 Street Maintenance <br />Program will be presented at the December City Council meeting. The Feasibility Study was not <br />available for this meeting due to the need for corrections. Mr. Jankowski advised the 2007 Street <br />Maintenance Program consists of thirteen individual.projects addressing the maintenance needs <br />on 23.1 miles of City streets. Projects 07-01 through 07-07 which covers 16.5 miles of City <br />streets, will receive a sea1coating preceded by sealing of cracks having widths which exceed one- <br />quarter inch. Projects 07-08 through 07-13 which involve 6.6 miles of street, will receive a one <br />and one-half inch bituminous overlay of the existing bituminous payement. The 2007- program <br />includes the sealcoating of 4.2 miles ofMSA street. <br /> <br />City Engineer Jankowski stated the City has conducted an annual Street Maintenance Program <br />since 1981. It has been the City's policy to assess 50% of the cost associated with these <br />improvements. A complete listing of the City's policies concerning the assessment practices are <br />summarized in Appendix C of the feasibility study. The initial step of this process has been the <br />presentation of the program to the Public Works Committee. Mr. Jankowski reviewed the <br />following funding sources proposed for the 2007 Street Maintenance Program: <br />· General Fund: . $372,519 <br />- Assessments: $372,519 <br />- MSA Funds: $121,166 <br />· Developer Escrows: $ 27,673 <br />-Total: . $893,876 <br /> <br />City Engineer Jankowski explained the General Fund contribution for the 2007 program is <br />$400,000. However, some of the streets scheduled for 2006 may need to be completed in2007; <br />a change order in the amount of $27,000- was entered into at the time thejob was awarded in <br />2006 for the situation of work that may need to be completed in 2007. This $27,000 would come <br />off the $400,000 budgeted for the 2007 program.
