RIGGING &. ERECTING

1138 Industry Avenue, Anoka,Minnesota 55303
Office (763) 422-9141 · Fax (763) 422-9231

April 24, 2007

City of Ramsey
Shawn Sullivan
15153 Nowthen Blvd NW
Ramsey, MN 55303

Dear Shawn:

This is to inform the City of Ramsey of my intent to purchase the
approximately four acre parcel on McKinley Street in Ramsey, MN.
My plans- are-to build a 40,000 square foot building where we will
operate Cullinan Rigging & Erecting, Inc. Over the next two years I
plan to add 10 full-time employees at a starting rate of $18.00 per hour.

Per my conversations with Shawn, based on the size of this building and
the number of full-time employees, I should be eligible to receive about
$250,000.00 in assistance, making my purchase price for this parcel no
more than $120,000.00. At this time, I am having Sharp & Associates
draw up blue prints for the new building, which I hope to present to the
City of Ramsey soon. Our plans are to construct and close on this
building before the end of 2007.

Sincerely,

4~cJL

Robert Cullinan
President

10
