Heidi Nelson, Interim City Administrator <br />DianaLund, Finance Officer <br /> <br /> <br />Background: <br /> <br />At the City Council worksession of April 3, 2007, staff presented possible changes to the <br />City's current charitable gambling ordinance. <br /> <br />A proposed draft is attached for review with the following changes included: <br />- A contribution of 5% to the City's Charitable Gambling fund: currently 3% <br /> <br />-Business or operations needs to be located within the City of Ramsey for at <br />least two years. <br /> <br />- Documentation by organizations of how they have expended 75% of "Lawful <br />Purpose Expenditures" within Ramsey's trade are. <br /> <br />Currently, the City has 3 gambling organizations within the city. They are Ramsey Lions, <br />Climb Theater and Anoka Ice Arena. Climb Theater is located outside of the City's trade <br />area and a determination needs to be made about "grandfathering" them in if the <br />proposed ordinance is adopted. <br /> <br />At the April 3 worksession a question was raised regarding if the City of Ramsey could <br />request.that a certain percentage of the "Lawful Purpose Expenditures" be spent in the <br />City of Ramsey alone. The State Gambling Board gave a definite no on this inquiry. <br />Lawful Purpose Expenditures need to be spent in the City's trade area and cannot <br />designate a set amount for any particular area within that trade area. <br /> <br />Action Statement: <br /> <br />Discussion/changes to proposed ordinance. <br /> <br />CCWS: 5/8/07 <br />
