CASE # 3 <br />• <br />AWARD CONTRACT FOR COMPREHENSIVE WATER RESOURCES <br />MANAGEMENT PLAN UPDATE <br />By: Leonard Linton, Civil Engineer H <br />Background: <br />The City is required to revise their Comprehensive Plan every ten (10) years. The next <br />update is due in 2008. The City Council approved a consultant for the Comprehensive <br />Plan update at the March 13, 2007 meeting. A significant component of the <br />Comprehensive Plan is the Water Resources Management Plan (WRMP). The WRMP <br />should be completed before the Comprehensive Plan so that the recommendations can <br />be incorporated in the other sections of the plan as they are developed. <br />The requirements of the Water Resources section are specified in State law and by the <br />Metropolitan Council. The Water Resources Management Plan (WRMP) will be <br />reviewed and approved by the Metropolitan Council as part of the Comprehensive Plan, <br />as well as being reviewed and approved by the Lower Rum River Water Management <br />Organization. The Metropolitan Council's 2030 Regional Development Framework <br />includes the adopted goal "The quality of water leaving the metropolitan area is as good <br />as the water entering the metropolitan area, and in compliance with federal and state <br />regulations." Our Comprehensive Plan must support this goal. <br />• The requirements for the WRNT are specified in documents prepared by the <br />Metropolitan Council, they are briefly summarized below: <br />• Land and Water Resources Inventory — Portions of this requirement will be <br />met by the Wetlands Management Plan and the Natural Resources Inventory <br />that are being done for the City. The WRMP will look at how the wetlands, <br />lakes, creeks, county ditches and ponds function in conveying and treating <br />storm water before it leaves the city. <br />• Establishment of goals and policies that preserve water quality. This <br />includes adopting ordinances on erosion control and runoff rates, adopting <br />Best Management Practices (BMPs) that will reduce the suspended solids <br />and phosphorus in storm water and integrating the National - Pollutant <br />Discharge Elimination System (NPDES) permit in the plan. <br />• Assessment of problems and corrective actions for problems identified by <br />the study. <br />• Financial considerations- corrective actions will be identified and <br />categorized for inclusion in the Capital Improvement Program. The ongoing <br />maintenance of stormwater infrastructure must also be funded. <br />• Implementation priorities and program — the study must provide an orderly <br />schedule for adoption of ordinances and implementing BMPs for rate control <br />and water quality improvement. <br />• Procedures for amending the WRMP. <br />• The p rocess of identifying how the wetlands, lakes, creeks, county ditches, ponds and <br />storm sewer system interact to convey storm water will be labor intensive and <br />—115— <br />
