• PC CASE # <br />CONSIDER GRANTING A LEAVE OF ABSENCE TO A CITY EMPLOYEE <br />By: Givonna Reed Kone, Human Resources Manager <br />Background: <br />Drew Moldenhauer is a community service officer with the City of Ramsey and he has <br />submitted a written request asking that the City Council grant him a leave of absence to <br />attend. Skills Training at Hibbing Community College. Skills Training is required by the <br />Minnesota Post Board for individuals who want to become patrol officers. <br />Mr. Moldenhauer is a full -time, probationary employee and who has been employed with <br />the city since January 24, 2007. The city's Leave of Absence Policy reads as follows: <br />The City Council may grant any regular employee a leave of absence <br />without pay for a period not exceeding 90 calendar days except that it may <br />extend such leaves to a maximum period of one year in case the employee <br />is disabled or where extraordinary circumstances, in its judgment, warrant <br />such extension. No vacation leave, sick leave, holiday leave or <br />• compensatory time off benefits shall be used or accrued during a leave of <br />absence and the city will not contribute to insurance premiums. All <br />accrued and unused paid leave will be paid to an employee prior to the <br />employee commencing the leave of absence. In dete entitlement <br />to seniority and seniority -based rights and benefits, the period of absence <br />from employment due to a leave of absence constitutes a break in service. <br />The City of Ramsey does not guarantee job restoration after a leave of <br />absence. <br />If approved by the City Council, Mr. Moldenhauer's leave of absence would be from <br />May 21, 2007 —July 13, 2007. During this eight week period, the Police Department <br />may use the services of reserve officers to absorb some of Mr. Moldenhauer's duties. <br />Barring extenuating circumstances on Mr. Moldenhauer's part or on the part of the City, <br />it is expected that Mr. Moldenhauer would return to the City of Ramsey as a community <br />service office upon completion of Skills Training. <br />Funding Source: <br />There would be no cost to the city for Mr. Moldenhauer to attend Skills Training. <br />• <br />G:\ Administration\ HumanResources \Leave\Moldenhauer 5- 8- 07\Request for LOA.doc <br />—125— <br />
