• PC CASE # a
CONSIDER ALLOWING CITY EMPLOYEES TO VOLUNTEER
WITH HABITAT FOR HUMANITY
By: Givonna Reed Kon6, Human Resources Manager
Background:
Twin Cities Habitat for Humanity is planning to build 24 townhouses in Ramsey over the
next three years; therefore, Habitat for Humanity is seeking 270 volunteers to assist with
the construction of the townhouses. Approximately, two- thirds of the 270 volunteer slots
will be filled by church members and individuals from Ramsey and surrounding
communities.
Twin Cities Habitat for Humanity has gathered support from local congregations,
businesses and individuals to create the Habitat Partnership of Northwest Anoka County
(HPAC). The partnership will help with fundraising, community engagement and
volunteer recruitment.
Staff is proposing that the City Council extend an opportunity to city employees to
• volunteer with Twin Cities Habitat for Humanity for the construction of the Ramsey
townhouses. Because individuals who volunteer to work on housing contruction must
work a full day, staff proposes that the City Council grant four hours of paid leave to full -
time employees who use four hours of accrued leave to participate in this project. With
City Council approval, this offer would be extended to a maximum of 15 employees on a
first come, first served basis. Paid leave granted to part-time employees would be
prorated based on the employee's regular work schedule.
Funding Source:
If approved, this project would consist of the city granting approximately 60 hours of
paid leave for the Habitat for Humanity project. There would be no additional cost
beyond what has been budgeted for 2007 salaries.
Staff Recommendation:
Staff recommends that the Personnel Committee grant four hours of paid leave to full -
time employees who use four hours of accrued leave to participate in the Habitat for
Humanity project. With City Council approval, this offer would be extended to a
maximum of 15 employees on a first come, first served basis. Paid leave granted to part-
time employees would be prorated based on the employee's regular work schedule.
G:\ Administration\ HumanResources \Volunteerism\Habitat for Humanity 5- 8- 07.doc
-129-
