Nelson stated the new Municipal Center is experiencing a tremendous amount of evening and <br />daytime use. With this increased use and meetings often continuing or individuals remaining in <br />the building beyond 9:30 — 10:00 p.m., it has been difficult to provide the evening coverage in <br />the building within the 32 hours that are currently budgeted. Ms. Nelson advised staff <br />recommends that the City Council change the status of the part-time building maintenance <br />worker to full -time. This will allow staff presence in the Municipal Center during additional <br />evening hours and provide flexibility for weekend coverage as needed. In addition, hours can be <br />adjusted based upon the need to complete special maintenance projects. Ms. Nelson stated the <br />Committee had a considerable amount of discussion about the facility rental policy and requested <br />that the policy be brought back for discussion at a work session to identify fees and hours for use <br />of the building. <br />Councilmember Jeffrey indicated part of the discussion was that currently the building <br />maintenance worker that is at a 32 -hour per week status is working close to 40 hours on a regular <br />basis due to his hours being extended. It was the recommendation of the Committee to move this <br />recommendation forward. <br />Motion by Councilmember Jeffrey, seconded by Councilmember Dehen, to ratify the <br />recommendation of the Finance Committee in Case No. 1 and to adopt Resolution #07 -04 -114 <br />changing the part-time status of the building maintenance position to full -time. <br />Motion carried. Acting Mayor Elvig, Councilmembers Jeffrey, Dehen, Look, Olson, and <br />Strommen. Voting No: None. Absent: Mayor Gamec. <br />2) Consider Approving an Employee Recognition Program <br />Interim City Administrator Nelson reviewed that in spring of 2006, the City Council authorized <br />staff to design an employee recognition program that would replace the "Employee of the Year" <br />award that had been given out in previous years. It was the Council's intent that staff develop a <br />recognition program that is fair, highly visible and consistent. Ms. Nelson stated staff proposes <br />consideration of a two - tiered employee recognition program. Tier one would consist of years of <br />service awards. These awards would be handed out at the Employee Appreciation Breakfast. <br />The second tier would consist of employees nominating co- workers for outstanding service in <br />the areas of innovation, team work and customer service. There was considerable discussion by <br />the Committee regarding this second tier with a decision that it should be fleshed out a bit more. <br />Ms. Nelson indicated tonight they are looking for approval of the program in concept, and <br />acknowledging that dollars need to be dedicated to the employee recognition program. These <br />dollars are included in the case and there would be an estimate on an annual basis of what is <br />anticipated for the program based on the years of service by staff. <br />Councilmember Jeffrey stated the recommendation of the Committee was to move forward with <br />the years of service portion of the program, and to direct staff to flesh out the outstanding service <br />portion of this program with criteria of what employees need to do to pursue or be nominated for <br />this award. <br />City Council / April 24, 2007 <br />Page 30 of 38 <br />
