CASE #: <br />• REQUEST FOR FINAL PLAT APPROVAL OF BROOKFIELD TBIRD ADDITION; <br />CASE OF OAKWOOD LAND DEVELOPMENT <br />By: Amy Geisler, AICP, Associate Planner <br />Background: <br />Oakwood Land Development has applied for final plat approval to develop 45 urban single family <br />residential lots as the third phase of Brookfield Addition. The property is generally located west of <br />Nowthen Blvd. and south of Trott Brook. The following items are enclosed for your information: <br />a) Site location map <br />b) Cover sheet <br />c) Final plat <br />d) Landscaping/tree preservation plan <br />e) City Council meeting,minutes dated September 13, 2005 <br />D City Staff Review Letter dated May 3, 2007 <br />g) Draft Development Agreement <br />h) Final plat resolution for approval <br />Notification: <br />• In accordance with state statute, notification was made of the preliminary plat public hearing. <br />Observations: <br />Oakv,7ood Land Development is proposing to create 45 lots as the third phase of Brookfield Addition. <br />The final plat complies with the approved preliminary plat in terms of lot standards, as outlined in <br />the City Staff Review Letter. Staff would note that the final plat shows 2 additional lots on the south <br />side of 170 Trail, compared to the approved preliminary . plat. Given the large size of the plat (241 <br />lots on 156 acres), and the applicant's effort to create space for a neighborhood playground, staff <br />does not consider this a substantial deviation from the approved preliminary plat. <br />The applicant received a Comprehensive Plan Amendment for the subject property, making it <br />eligible for connection to municipal sewer and water. An Environmental Assessment Worksheet <br />(EANkD was completed for the project during preliminary plat review. The City Council detennined <br />at that stage that the preparation of an Environmental Impact Statement (EIS) is not required for this <br />development. <br />The proposal for the third phase of Brookfield includes the extension of 170 Trail and Marble <br />Street. Construction of this phase will be coordinated with the construction of the 2" Addition, <br />Which was approved in March 2006. Staff is recommending that Lot 6, Block 4 be included with <br />a future phase of Brookfield rather than the 3 Addition, to avoid complications with grading and <br />drainage on the site. <br />• The landscaping, grading, and utilities plans are acceptable. <br />
