Mr. Burnham indicated his concern is meeting the tenant's timeframe of two to three months to
be on the site.

Chairperson Nixt noted the timeframe would depend on the extent of the improvements that are
required.

Associate Planner Daines indicated the applicant would like direction from the Commission on
whether all of the paving will be required before the equipment is on site, or whether a phasing
plan would be acceptable.

Chairperson Nixt indicated at a minimum there would be a requirement for an improved area
found acceptable by staff before the tenant occupies the site. The applicant should have a feeling
that the Commission would not require paving of the entire area.

Motion by Chairperson Nixt, seconded by Commissioner Hunt, to continue the public hearing.

Motion Carried. Absent: Commissioner Van Scoy.

The public hearing was continued at 9:07 p.m.

Commission Business

Chairperson Nixt called the regular meeting of the Planning Commission back to order at 9:07
p.m.

Case #2:

Public Hearing - Consider Ratifying the Municipal Wetland Management
Classification Map; Case of City of Ramsey

Chairperson Nixt closed the regular portion of the Planning Commission meeting at 9:07 p.m. in
order to call the public hearing to order.

Public Hearinf!

Chairperson Nixt called the public hearing to order at 9:07 p.m.

Presentation

Environmental Coordinator Anderson reviewed that in October of 2005, the City Council
adopted a wetland buffer ordinance that is triggered when a property is proposed for
development. The ordinance requires that a vegetative buffer be retained or established around
the delineated boundary of a wetland. The required width of the vegetative buffer is related to
the overall quality of a wetland; higher quality wetlands require a wider buffer than lower quality
wetlands. The ordinance outlines four (4) management categories, Preserve, Manage 1, Manage
2, and Manage 3, and each category has a specific minimum required buffer width. In
conjunction with the wetland buffer ordinance, the City hired Peterson Environmental

Planning Commission/April 5, 2007
