<br />down would put the City in a poor negotiating position. His recommendation would be to reject <br />the bids and revise the specifications. He stated he would like to operate within the budget. <br />These vehicles are very expensive and 10% on this type of purchase is a large amount of money. <br />Staff has tried to work within the budget and he believes they can make that happen. <br /> <br />Chairperson Strommen suggested some of the items included in the original specifications could <br />be included as add-alternates in the revised specifications. <br /> <br />Councilmember Elvig concurred. He pointed out this would allow the option to add back items <br />if the cost allows that, and will provide the competitive nature Councilmember Look has <br />addressed. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Look, to recommend that the <br />City Council reject both bids for the new fire engine, alter the specifications to lower the cost of <br />manufacture including add alternates as determined by staff, and to re-bid. <br /> <br />Fire Chief Kapler suggested he and Councilmember Look talk with the City Attorney regarding <br />the specifics of the state purchasing laws. <br /> <br />Motion carried. V oting Yes: Chairperson Strommen, Councilmembers Elvig- and Look.
