<br />of Ramsey. Councilmember Dehen stated he likes that the City is trying to do this. His concern <br />is with the burden upon the landowner to show that the wetland is properly designated if there <br />has been no field verification. Experts are not cheap and it concerns him that the designation of <br />these unverified properties are potentially causing a hardship to certain people even though that <br />may be a handful of people. <br /> <br />Councilmember Strommen requested the following friendly amendment to the motion: The <br />Environmental Policy Board is directed to work with staff on a proposal to come to the City <br />Council to look at completing the field verification of the Manage 2 and Manage 3 wetlands. <br /> <br />Councilmember Olson agreed to the friendly amendment. <br /> <br />Motion carried. Voting Yes: Acting Mayor Elvig, Councilmembers Olson, Strommen, Dehen, <br />and Jeffrey. Voting No: Councilmember Look. Absent: Mayor Gamec. <br /> <br />Further discussion: Acting Mayor Elvig stated this has been a very contentious issue for the <br />City. There are anomalies; Mr. Enstrom and Mr. Hunt have unique properties. He will be <br />involved in looking at this further. There is more work to do in finding grants and identifying <br />and finalizing as quickly as possible the field verification of the wetlands. Councilmember <br />Dehen ~tated he would like to direct staff to work with the property owners on the wetland <br />designation if there is a problem. <br /> <br />The meeting was recessed at 9:58 p.m. and reconvened at 10:05 p.m. <br /> <br />Acting Mayor Elvig indicated Case No.5 will be moved up next in the agenda to be acted on as <br />Case No. 2A. <br /> <br />Case #2A: <br /> <br />Consider Youth Traveling Soccer Tournament <br /> <br />ParkslUtilities Supervisor Riverblood stated the purpose of this case is to request Council to <br />authorize staff and the Northern Lights Soccer Association to proceed with application and <br />planning to host the Minnesota Youth Soccer Association (MYSA) Tournament this summer. <br />The event is the season-end tournament, qualifying the Boy's North District traveling teams to <br />move to the State Tournament. This event would be held at Elmcrest Park July 21st through the <br />24th of2007. <br /> <br />Acting Mayor Elvig asked Kelly Casey of the Northern Lights Traveling Soccer Association to <br />share information about the soccer program through the Association. <br /> <br />Ms. Kelly Casey, Northern Lights Soccer Association, stated there are currently 20 teams <br />registered with the Northern Lights Traveling Soccer Association. Last year four of the <br />Association's teams went to the State Tournament through the district tournament. <br /> <br />Acting Mayor Elvig indicated there was a concern from the adjoining neighborhood about the <br />soccer tournament being held at Elmcrest Park last year because the soccer fields had just <br />opened.
