Resident Announcement regarding Upcoming Events

Mr. John Enstrom, 8702 181st Avenue NW, stated he would like Council and City permission for
some of the events he has planned this summer. One of the events will be a sacred flag burning
on June 14th at 5:00 p.m. It will be conducted by the American Legion and involves recycling of
the flags in the correct and proper way with full color guard and honor guard. Last year they
destroyed over 500 flags, and their goal this year is 1,000 flags. The event will be covered by the
news media, and it will be a plus for the community to have this service done. He would like
something to be included in the Ramsey Newsletter inviting people to bring their old flags to be
retired and purchase a new flag from the American Legion. Mr. Enstrom stated this week he
began building an Iraq War Veterans Monument for the veterans that have perished in Baghdad
over the last 12 years. There will be a formal dedication on his property on the Sunday of Labor
Day weekend. He expects to have national and local coverage at the dedication. It is expected to
be a very large event and he would like to know if the City would like to be involved.

Acting Mayor Elvig asked if Mr. Enstrom will have information compiled regarding the events
that could be provided to staff.

Mr. Enstrom indicated a color brochure will be prepared in the next two weeks. The monument
stones honor fallen soldiers from every community in the state. The senators have been enthused
about what he is doing, and several former governors and people in the military companies that
are working. with the veterans are supporting this. There are some extremely influential people
working with him.

Interim City Administrator Nelson requested Mr. Enstrom to submit or email his brochure to the
receptionist at City Hall.

Councilmember Olson stated she would like to commend Mr. Enstrom for what he is doing and
encourage all the Ramsey residents to come out and see what a beautiful park he has built in
honor of the veterans.

Mr. Enstrom stated the entire shoreline of the lake will be blooming with flowers, and the grass
is coming up spectacularly. He has had guests coming in from many different legions and
auxiliaries around the state, and he is planning on having different events. He is also looking at
having veterans from the V A Hospital to come up for a fishing day on the lake. Some of these
events he sponsors are private and cannot be opened to the public, but they are doing good things
for the country and community.

Property Owner Concern regarding Municipal Wetland Management Classification Map

Mr. Merlyn Hunt, 17860 Nowthen Boulevard NW, stated there is not an opportunity to make a
presentation with regard to the wetland classification included on the agenda, so he will be taking
this opportunity to provide his input.

Acting Mayor Elvig informed Mr. Hunt that public input will be taken when the Wetland
Management Classification Map is discussed later in the meeting.

City Council / April 24, 2007
