Absent: Mayor Gamec. <br /> <br />Interim City Administrator Nelson requested direction on whether the discussion of the towing <br />contract should be scheduled for a work session or as a case on a regular meeting. <br /> <br />Consensus of the Council was to direct staff to schedule the discussion on a work session <br />agenda. <br /> <br />Interim City Administrator Nelson indicated the topic will be included on the May 8, 2007 work <br />session agenda. <br /> <br />Acting Mayor Elvig directed staff to inform the interested parties of the scheduled time of the <br />work session. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Request for Preliminary Site Plan Review of Hack Commercial Center; Case <br />of Hack Real Estates Associates <br /> <br />Associate Planner Geisler stated Hack Real Estate Associates has submitted a site plan and minor <br />plat application to construct a new commercial project on Riverdale Drive adjacent to Village <br />Bank. This is one of the last phases of the overall Rivenwick development. The proposal <br />includes three commercial buildings on Outlot A of Rivenwick Village: a multi-tenant retail <br />building, restaurant, and single-tenant retail building. The site is zoned Mixed-Use PUD; retail <br />and restaurant uses are permitted in this district. The site has been designated MU - PUD since <br />2003, and was B-2 Business before that. The submitted site plan meets all the B-2 setback <br />requirements. Based on the net leasable area, 471 parking spaces are needed on the site; 402 <br />spaces are shown on the site plan. The parking requirements in City Code do not contemplate <br />commercial sites like this proposal, with multiple buildings per lot. A reduced number of <br />parking spaces are permissible with the MU-PUD designation. Staff believes parking as shown <br />on the site plan is adequate for the site, as some sharing of parking will occur between the uses. <br /> <br />Associate Planner Geisler stated there was substantial discussion at the Planning Commission <br />meeting about loading docks for the main building. An earlier site plan showed two loading <br />docks; one on the south end of the building off Riverdale, and another in the middle of the <br />building at 139th Lane and Jasper Street. Several residents raised concerns about this middle <br />dock, and the impact of truck traffic on the neighborhood. The Planning Commission directed <br />the applicant to relocate this middle loading dock. On the revised site plan, all loading will take <br />place at the southern dock or through the front doors of the businesses. A small maintenance <br />area remains off of 139th Lane, which will house two garbage dumpsters and maintenance <br />equipment for the site. While some truck traffic will still access this area, staff believes this is a <br />significant improvement over the previous plan. All loading on the southern dock will be <br />interior to the building, which will also help lessen the impact to the adjacent townhomes. Staff <br />has asked the applicant to demonstrate that trucks using the maintenance area will not <br />substantially interrupt traffic flow on the adjacent streets.
