<br />further recommend that communication be established between the elementary school principal <br />and the police chief to determine the dates when such temporary parking restrictions would be <br />necessary. <br /> <br />Chairperson Elvig asked why the recommendation does not include permanent parking <br />restrictions. <br /> <br />City Engineer Jankowski replied the road is 31 feet wide, which is fairly close to the standard <br />road size. There is parking on a daily basis there, primarily at school pick up times on both sides <br />of the road for a relatively short period of time right after school. The more serious issues occur <br />when there are large school events with parking all day that extends down the entire block. <br /> <br />Councilmember Dehen clarified that the parking is a problem for these residents four times per <br />year, and during those events staff is recommending posting wooden "No Parking" signs on one <br />side of the road. ' <br /> <br />Ms. Asmussen stated anything would help with the parking situation. <br /> <br />Motion by Councilmember Dehen, seconded by Councilmember Olson, to recommend to City <br />Council that parking be restricted on one side of 150th Lane and Helium Street, if necessary, <br />during special schpol events only, utilizing temporary "No Parking" signage under the authority <br />established in section 6.03 of City Code. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Dehen and Olson. Voting <br />No: None. <br /> <br />Case #6: <br /> <br />Reconsideration of 2007 MSA Mileage Additions <br /> <br />City Engineer Jankowski reviewed that at the February 13, 2007 Committee meeting staff <br />presented a case related to designating additional mileage to the City's Municipal State Aid <br />(MSA) system which proposed adding 173rd Avenue (County Highway 63) between Armstrong <br />Blvd and Variolite Street to the City's MSA system, a distance of 2.0 miles. Mr. Jankowski <br />explained to have available this amount of mileage to add to the system it would be necessary to <br />remove 0.45 miles from the current system. This mileage would become available by revoking <br />the MSA designations on portions of 142nd Avenue and Traprock Street since this route runs <br />through what is now planned to be a regional CoUnty Park. Mr. Jankowski explained while this <br />plan would serve to maximize the amount of mileage on the City's MSA system, staff has <br />become aware that because of the impending turnback of this segment of roadway by Anoka <br />County to the City of Ramsey, it would be more advantageous to the City to wait until this <br />roadway is turned back by the County prior to designating this mileage on the system. This stems <br />from the fact that as a turnback, the needs on this portion of roadway would be in addition to the <br />total 20% limitation of the City's system mileage. <br /> <br />City Engineer Jankowski advised it would be prudent to designate some alternate mileage in <br />2007 to maximize the designated mileage as closely as possible to the allowable limit.
