Councilmember Dehen asked if the paving could be done by City staff.

Public Works Director Olson responded in the affirmative. The cost range included in the staff
report isthe contract price; it could likely be done cheaper by City staff.

Councilmember Dehen questioned why the cost is not estimated at the City'sprice.

Public Works Director Olson explained the paving machine is new equipment to the City, and
staff just began paving trails last year. The thought process was to put the case together with the
contract price estimate. If the Committee had directed to have the trail completed by the end of
the school year it could not likely be done with City manpower. Staff wanted to provide the
Committee with the worst case scenario.

Motion by Councilmember Olson, seconded by Chairperson Elvig, to recommend to City
Council that staff be directed to prepare survey work and plans for. the installation of trail for
these two segments of trail and that refined cost estimates be prepared. Furthermore, that staffbe
directed to pursue funding from the Safe Routes to School program, respecting that it be a very
high priority, and that staffbe directed to request a traffic study during school business hours.

Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Olson and Dehen. Voting No:
None.

City Engineer Jankowski indicated a crosswalk should be marked at the trail crossing on Alpine
Drive located at Zuni Street, east of Highway 47.

Motion by Councilmember Olson, seconded by Councilmember Dehen, to recommend to _ City
Council that staff be directed to mark a crosswalk at the trail crossing on Alpine Drive located at
Zuni Street, east of Highway 47.

Motion carried. Voting
No: None..

Further discussion: Public Works Director Olson stated he will write a letter to the County
again. He has not heard from the County since the last letter was submitted. Councilmember
Jeffrey stated he would be more than happy to bring in folks to speak to the County. Mr. Clusiau
suggested the PT A group could join this effort as well. Councilmember Olson suggested the
letter to the County be signed by the Council for added emphasis. Chairperson.Elvig suggested
the letter could be signed by the PT A as well. Councilmember Jeffrey indicated the traffic study
should be expedited to be completed before the end of the school year. Chairperson Elvig
suggested the request for the traffic study proceed without the signatures of Council and the
PT A, and that this support be included with the request for a 35 mph speed limit.

Public Works Committee / April 17, 2007
