Observations: In the 2007 program 4.4 milesofrural streets are scheduled to receive a bituminous overlay adjacent to 149 properties. Staff feels that the use of Class 2 material provides a superior shouldering material when compared to the use of topsoil. It is especially valuable at intersection radii where shoulders are particularly difficult to maintain with the use oflightet topsoil. However, complaints regarding the use ofthis material can be anticipated. Staff feels that the number of complaints relative to the number of properties impacted will be small based upon experience with previous programs, and that addressing the complaints in the manner of the 2005 and 2006 programs will be no more of an effort than replacing the washed topsoil as has been done in the past. . Recommendations: Staff recommends the use of Class 2 material for shouldering for the 2007 Street Maintenance program and that a record of complaints and time spent in addressing them be submitted to the Committee prior to the 2008 program.
