ParkslUtilities Supervisor Riverblood indicated the Park Commission has been planning for this.
Members from the Sandford Middle School Skate Club may act as advisors. They would also
, like to send invitations for an informal planning meeting for youth to attend.

Councilmember Dehen inquired about budgeting for the skate park.

ParkslUtilities Supervisor Riverblood replied the budget is identified as $75,000 in the proposed
2008 Capital Improvement Program. Further in the process they will understand what can be
purchased-for that amount; it will not include other site improvements. They have looked at all
the parks in the system where interim parks could be located, and the preferred location seems to
be Alpine Park. Alpine Park is set up well for skate park uses, the demographics are right, and
the trail is in place.

Chairperson Elvig noted the Alpine Park area will also have future growth and accessibility to
Town Center.

Mr. Riverblood provided a presentation on the Alpine Park concept plan, including the
following: skate park pad; skate rink; future pleasure rink; future park/warming house; existing
sledding hill; 67 _ stall parking lot; landscape buffer; existing wetland; existing woodlands; 10
stall parking lot; existing trail:to be removed; and future skate trail.

Chairperson Elvig expressed support of the proposed concept plan. He inquired about the next
step.

Public Works Director Olson indicated this project will likely have to be added to the CIP
discussion. $75,000 for skating modules is programmed for the 2008 timeframe. The project
wi11likely be completed similar to what was done with Elmcrest Park with an ultimate vision and
the steps in reaching that vision.

. Chairperson Elvig commented this location is the hub of the City, and this district will likely be
wealthy with the density to be able to complete a project like this. ill addition, the trails all lead
here and access other parts of the City. He suggested a dome concept could be considered in the
future; the west soccer field at Alpine Park might be an ideal location:

Case #3:

Consider Termination of Projects 06-23 and 06-36, 157th Lane and Ramsey
Blvd Sewer and Water Extensions

Motion by Councilmember Dehen, seconded by Councilmember Olson, to recommend to City
Council that Projects 06-23 and 06-36, 157th Lane and Ramsey Blvd sewer and water extensions
be terminated, and that the affected residents be notified in writing that no further consideration
will be given until such time as a new petition is received. -

Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Dehen and Olson. Voting
No: None.

Public Works Committee / April 17, 2007
