Councilmember Elvig introduced the following resolution and movedfor its adoption: RESOLUTION #07-04-098 RESOLUTION AUTHORIZING THE TRANSFER OF FUNDS FROM THE COUNCIL CONTINGENCY FUND TO THE POLICE BUDGET OF PROFESSIONAL SERVICES TO COVER THE COST OF CLEAN-UP OF HAZARDOUS MATERIALS. WHEREAS, on March 25,2007, the Ramsey Police Department responded to a call of the remnants of a methamphetamine lab "dumped" at the 15100 block of Puma Street in the City of Ramsey; and WHEREAS, officers located what was found to be "Hazardous Materials" that had been discarded by unknown persons; and WHEREAS, West Central Environmental Consultants responded to the scene to gather up the materials for safe disposal; and WHEREAS, the property owner was not responsible for the materials and assessing the cost of clean-up back to property owners such as this would discourage the reporting of dumped hazardous materials; putting themselves and others at risk. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the Council approves the City fund the clean-up of the meth lab dump. 2) That the amount of $3,163.78 be transferred from the Council Contingency Fund to the Police Budget of Professional Services to pay Invoice #54146 from West Central Environmental Services for clean-up of the clandestine meth lab materials. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Olson, and upon v:ote being taken thereon, the following voted in favor thereof: Mayor Gamec Councilmember Elvig Councihnember Olson Councilmember Dehen Councilmember Jeffrey Councilmember Look Councilmember Strommen and the following voted against the same: None
