<br />Councilmember Elvig introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #06-11-390 <br /> <br />RESOLUTION ACCEPTING RESIGNATION OF CITY EMPLOYEE JAMES E. <br />NORMAN <br /> <br />WHEREAS, City Employee, James E. Norman, is the Ramsey City Administrator and is <br />employed pursuant to the terms of an Employment Agreement dated February 2, 1998 and <br />amended on August 9, 2001; January 27, 2004; January 25, 2005; and February 28, 2006 the <br />"Employee Agreement"; and <br /> <br />WHEREAS, the City Council has held a closed meeting to evaluate the performance of <br />City employee James E. Norman and in summary Mr. Norman has voluntarily tendered his <br />resignation as City administrator effective December 31, 2006; and <br /> <br />WHEREAS, the City concludes that it is in the City's best interests to accept Mr. <br />Norman's resignation from employment with the City; and <br /> <br />WHEREAS, the City and Mr. Norman have agreed that Mr. Norman's employment with <br />the City will conclude as provided in a separate written separation agreement (the "Separation <br />Agreement"); and <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, AS FOLLOWS: <br /> <br />1. That the City hereby accepts the resignation of James E. Norman as City Administrator, <br />effective December 31, 2006. <br /> <br />2. That the City enter into the Separation Agreement in the form attached hereto as Exhibit A. <br /> <br />3. That the City's Mayor and City Attorney are authorized to execute the Separation Agreement <br />on behalf of the City. <br /> <br />The motion of the adoption of the foregoing resolution was duly seconded by Mayor Gamec, and <br />upon vote being taken thereon, the following in favor thereof: <br /> <br />Mayor Thomas Gamec <br />Councilmember Todd Cook <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />Councilmember Mary Jo Olson <br />Councilmember Al Pearson <br />Councilmember Sarah Strommen <br />
