<br />Councilmember Cook introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #06-11-391 <br /> <br />RESOLUTION ADDRESSING ADMINISTRATIVE ISSUES REGARDING THE <br />RESIGNATION OF CITY ADMINISTRATOR, JAMES E. NORMAN <br /> <br />WHEREAS, effective December 31, 2006 City Administrator James E. Norman has <br />resigned his position as City Administrator; and <br /> <br />WHEREAS, the City Council desires to quickly and efficiently assure members of the <br />public and City staff of its commitment to continue the City's delivery of quality municipal <br />servIces. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, AS FOLLOWS: <br /> <br />1) That the Ramsey City Council will continue to pursue the vision and goals as established <br />by the City Council in its strategic work sessions. The Council remains committed to its many <br />initiatives, its major projects and to the excellent staff and consulting partners that are the City's <br />operational backbone. <br /> <br />2) That the City Council has great confidence in the staff and is confident that Ramsey will <br />continue to deliver the highest quality city services possible. <br /> <br />3) That the City Council will establish a transition team on November 14, 2006 and will <br />appoint three Councilmembers, the Human Resources Manager, and other staff members to that <br />team. The primary functions of the transition team will be to develop and execute a <br />communications plan, oversee the transition of leadership and create a search committee. <br /> <br />4) That throughout the course of the transition, the City's governance and daily operations <br />will not change. The City Council will maintain its governance role and not take on an <br />operational role. Jim Norman will continue to serve as City Administrator and perform all his <br />duties until December 31, 2006. <br /> <br />5) That this City Council is committed to selecting as our next City Administrator an <br />individual who has the professional skills, fortitude, and interpersonal skills necessary to help <br />direct this community along a balanced path of growth and prosperity. <br /> <br />6) That the City Council looks forward to continuing the exciting work in which this <br />community is engaged and facing the many challenges of such a dynamic city. <br /> <br />7) That the City Administrator Jim Norman will be the contact for all inquiries from the <br />residents, the media, and city employees. <br /> <br />Resolution #06-11-310 <br />Page 1 of2 <br />
