<br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, to adopt <br />Resolution #06-06-195 to grant the preliminary plat and preliminary site plan for GAD's <br />Prairie, contingent upon the following items: <br /> <br />1. Receive a rezoning to Planned Unit Development (PUD) <br />2. The installation of a temporary cul-de-sac and conveyance of an access easement <br />to the City across Lots 1 and 2 <br />3. Compliance with the City Staff Review Letter, dated May 24,2006, revised June <br />23,2006 <br />4. Lots 1 and 2 to be classified as outlots <br /> <br />Further discussion: Gary Strite sky, applicant, expressed concern that 23% of the <br />development is eliminated by making Lots 1 and 2 outlots. He stated he would prefer to <br />have a bubble towards C.R. #5. Councilmember Cook noted a bubble towards C.R. #5 <br />will not work with the trail in the right-of-way. Councilmember Elvig suggested the <br />applicant may want to turn Lots 1 and 2 into one residence and turn it sideways. Mr. <br />Strite sky stated they lost just as much property as the people to the north putting in the <br />street, and this is a little disheartening. They are trying to provide a product for 55+ <br />residents. You cannot sell a townhome in Ramsey for over $250,000, and the fees in <br />Ramsey are double what they are inOtsego. Councilmember Cook replied the Council <br />needs to do what is best for Ramsey's residents with the temporary cul..de-sac. Aaron <br />Strite sky ; applicant, expressed concern in being required to pay fees for sewer and water <br />that is not in. Community Development Director Trudgeon indicated staff will clarify <br />this. If the pipes are there lateral fees will be charged; they will not be charged if the <br />pipes are not there. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, <br />Olson, and Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #5: <br /> <br />Request to Rezone from R-2 Medium Density Residential to Planned <br />Unit Development (PUD) for GADS Prairie; Case of Aaron Stritesky <br />Construction <br /> <br />Community Development Director Trudgeon advised this case is the request to rezone <br />GADS Prairie, which just received approval for preliminary plat and preliminary site plan <br />approval, to Planned Unit Development (PUD). The staff report includes an analysis of <br />the requirements for allowing zoning amendments to PUD. Staff recommends approval <br />of the rezoning, and proposes that the ordinance notbe brought forward for adoption until <br />the final plat comes forward. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to adopt <br />Resolution #06-06-196 adopting Findings of Fact #0768 relating to a request to rezone <br />the proposed plat of GAD's Prairie from R-2 Medium Density Residential to Planned <br />Unit Development. <br /> <br />-176- <br />
