<br />Brealme Daines <br />May 7, 2007 <br />Page 2 <br /> <br />and create a connection to the City street system to serve these developments at a future date, so that the direct access <br />onto CSAH 5 can be removed at that time. <br /> <br />It appears that there are severe deficiencies for the Intersection Sight Distance Requirements for the Sight Corner <br />(formerly Case I) requirements for the temporary access onto CSAH 5 at all points along the properties, with the <br />obstructions being trees. It appears that all other Intersection Sight Distance Requirements are met except for a minor <br />deficiency for Case nID (Condition 2) at the northerly most property line. The City/Developer shall ensure that all <br />Intersection Sight Distance Requirements for any approved access point are satisfied to the fullest extent possible. <br />Please note that no planting or business signs will be permitted within the county right of way. Care must be exercised <br />when locating signs, plantings, berms, etc. outside of the county right of way, so as not to create sight obstructions for <br />motorists in this area. <br /> <br />Construction of a SB CSAH 5 right turn lane at the temporary access location is required to be completed in <br />conjunction with these developments.-In addition, drainage calculations must be submitted along with a grading and <br />erosion control plan that delineates the drainage areas for these developments. The post-developed rate of discharge <br />shall not exceed the pre-developed rate runoff for the 10-year critical design storm. An engineering plan review fee <br />will apply to these projects estimated at $350.00. Please submit the right turn lane construction plans, drainage <br />calculations, grading and erosion control plans, and ACHD Design Requirements list for County Highway <br />. Modifications (copy available via our website) and the applicable engineering plan review fee to Andrew Witter, <br />Construction Engineer, for his review and approval. <br /> <br />It should be noted that residential land use adjacent to highways usually results in complaints regarding traffic noise. <br />Traffic noise at this location could exceed noise standards established by the U.S. Department of Housing and Urban <br />Development and the Minnesota Pollution Control Agency. Traffic volumes on this section of CSAH 5 are projected to <br />increase over time. When this section of CSAH 5 is reconstructed in the future, the reconstructed roadway section will <br />be wider than the present roadway section, and construction of noise walls will not likely b~ included in the <br />reconstruction project. The City and/or the Developer should assess the. present and future noise situation and take any <br />action deemed necessary to minimize associated impacts at this site from the existing and future traffic noise. <br /> <br />A temporary access permit and (2) permits for work within the county right of way are required and must be obtained <br />prior to the commencement of construction (permit to work within RJW= $110.00/each development; temporary <br />access permit=$150.00). License Permit Bonding, methods of construction, design details, work zone traffic control, <br />restoration requirements and follow-up inspections are typical elements of the permitting process. Contact Terri Klein, <br />Permit Technician, for further information regarding the permit process. Installation and maintenance of any necessary <br />permanent traffic control devices within the county right of way will be coordinated by this department in conjunction <br />with the permit process. <br /> <br />Thank you for the opportunity to comment.
