<br />City of Ramsey <br />Active Community manning Proposal <br />Deadline: June I, 2007 <br /> <br />NARRATIVE <br /> <br />Introduction: <br /> <br />The City of Ramsey is pleased to inform you of our interest in becoming a partner city with Blue Cross <br /> <br />Blue Shield to increase the physical activity and health of our residents! Enclosed you will find a proposal that <br /> <br />includes the technical requirements outlined in the Request for Proposals #523, a brief description of the dynamic <br /> <br />City of Ramsey and our current planning efforts, a detailed discussion of our land use and trail planning needs, <br /> <br />and a work plan for meeting these needs with an emphasis on producing more active residents. <br /> <br />Over the City's short history as an incorporated civil division, we have placed a high value on active <br /> <br />living by promoting a variety of recreational opportunities and, in recent years, promoting mixed-use principles <br /> <br />and walkability through development regulation, comprehensive planning, and the Master Plan for Ramsey Town <br /> <br />Center. . Through deliberate policy choices, the City Council and staff have proven their dedication to these <br /> <br />recreational and land use plans by incorporating trail development, sidewalks, and alternative land use practices <br /> <br />within the development review process. Furthermore, the City has aggressively pursued grants to acquire land, <br /> <br />enhance, and connect our park and trail system. This proposal will summarize current efforts and propose to <br /> <br />increase and specify the dedication to active living within the land use planning and parks components of the <br /> <br />2008 Comprehensive Plan as well as conduct an analysis of the opportunities for connecting the Mississippi River <br /> <br />with surrounding land uses and providing a pedestrian crossing to connect with the regional parks infrastructure. <br /> <br />As you will discover, the City of Ramsey and the Prevention Minnesota programs have similar goals to <br /> <br />maintain and foster a high quality-of-life, while reducing the costs of essential services, including heath care. In <br /> <br />this effort, PreventionMinnesota will also achieve its goal of reducing sedentary lifestyles and increasing the <br /> <br />health of Ramsey residents. <br /> <br />The purpose of seeking funding from the PreventionMinnesota program is to create and enhance <br /> <br />opportunities for Ramsey residents to maintain healthy lifestyles by creating a built environment that produces <br /> <br />walking, biking, and multi-modal commuting and provides connections between where people are and where they <br /> <br />want to go. <br /> <br />Page 2 of 16 <br /> <br />-209- <br />
