Councilmember Jeffrey stated the City often supports different community functions, and this is
one of them. He does not like the comment that if the employees are not busy enough they
should be cut loose. In this case it supports a community event. It is good for their community
and the employees to participate, especially if they are going to donate some of their own time to
this.

Councilmember Olson stated she does not see this as being different from any other
contributions the City would make. It all boils down to money; there are instances when the City
waives fees for various charities and she does not see this any differently.

Councilmember Look commented health insurance categorizes the type of employment. He
asked if this jeopardizes any sort of health insurance contract the City might have that a City
employee that sits behinds a desk would be swinging hammers and lifting heavy loads.

Interim City Administrator Nelson replied workers compensation covers any injury incurred
while at work. City employees are not classified on their health insurance. Someone that
answers phones will not go out and build walls; the goal of Habitat for Humanity is to match the
skill set available with the need. There is also a role for greeters. The City has an interest in
making sure their employees are safe and utilizing the skills they have, and would match those
with the needs of the project.

Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to ratify the
recommendation of the Personnel Committee in Case No.2 and to adopt Resolution #07-05-123
allowing City employees to volunteer with Habitat for Humanity, and that the volunteering could
not go into overtime status, and the first come first serve basis would be at the department heads'
discretion.

Motion carried.
