The following evaluation criteria were spelled out in the RFP: 1) project understanding; <br />2) project approach; 3) project personnel; 4) firm references; 5) firm experience; 6) firm <br />resources; 7) firm history/track record; 8) cost to value. <br /> <br />Civil Engineer II Linton stated staff prepared a score sheet and weighting system for evaluating <br />the proposals. The top three consultants were invited for interviews. Staff prepared an interview <br />question sheet and each team was asked the same set of questions. The questions were selected <br />to highlight the differences between the areas of emphasis in each proposal and provide a <br />common basis for selecting a consultant. Based on the interviews and evaluation, staff has <br />determined that Bolton & Menk, Inc. has submitted the most comprehensive proposal. Bolton & . <br />Menk, Inc. included completing the Wetland Functions and Values Inventory in their proposed <br />price. There is synergy to be derived from completing the inventory as part of the Water <br />Resources Management Plan. Wetlands are an essential part of the storm water conveyance <br />system for the City, classification of the wetlands will aid in the development of the stormwater <br />storage and treatment plans that will be included in the Capital Improvement Plan. Additional <br />storage and treatment can be planned upstream of high quality wetlands to protect and preserve <br />their function. This item was riot included in the other proposals. Inclusion of the Wetland <br />Inventory will be viewed favorably by the reviewing agencies that must approve the WRMP. <br />Staff recommends awarding the contract for the Water Resources Management Plan update to <br />Bolton & Menk, Inc. for the not to exceed amount of$154,035. <br /> <br />Mayor Gamec inquired about the funding source. <br /> <br />Civil Engineer II Linton replied the funding source will be the stormwater utility fee. This <br />WRMP was included in the 5 Year CIP and has been budgeted for. <br /> <br />Councilmember Dehen verified that the proposal from Bolton & Menk, Inc. is in the middle of <br />the adjusted base prices. He requested further information regarding the adjustment between the <br />$126,000 and the $154,000 in the proposal. <br /> <br />Civil Engineer II Linton explained in looking at the proposals, Bolton & Menk included <br />completion of the wetland function and values assessment in their proposal. This was not <br />included in any of the other proposals. The hours for this work was used to calculate the <br />$126,979 to try to do an apples to apples comparison based on the common features included in <br />each of the proposals. <br /> <br />Councilmember Dehen stated it seems to him there is a tremendous amount of subjectivity to this <br />evaluation process. <br /> <br />Civil Engineer II Linton replied staff tried to be as objective as possible in this process. <br /> <br />Councilmember Strommen complimented staff on looking at this as a working document. She <br />stated it has been a personal issue to her in doing these studies and having them sit on the shelf. <br />Secondly, it is great to complete the wetland function and values study, and she appreciates staff <br />finding a solution to Council's motion on that so quickly.
