Councilmember Elvig expressed concern that the commercial properties are paying a much larger <br />fee in comparison to the residential properties and if that continues or the fee increases they may <br />push businesses out of Ramsey or avoid relocating into Ramsey because of the fees. He thought <br />that if there was a possibility of equalizing the costs it would be beneficial. <br /> <br />Councihnember Kurak stated that in the future they can look at how much is being generated into <br />the Stormwater Utility Fund and compare that to how much of the funds are being spent and then <br />determine if the fees can be reduced. <br /> <br />Councilmember Elvig replied that with the Town Center development starting soon plus several <br />other new developments, it is an opportunity for the City to take the roof tops and try and blend <br />the costs between commercial and residential for Storm Water Utility fees. <br /> <br />Principal City Engineer Olson noted that staff would be asking for ratification of the Stormwater <br />Pollution Prevention Plan at the next City Council meeting, noting that the Plan could be <br />changed in the future if it becomes necessary. <br /> <br />Councilmember Zimmerman questioned if staff was certain that they would not run out funds in <br />the Stormwater Utility Fund. <br /> <br />Principal City Engineer Olson replied yes. <br /> <br />Councilmember Strommen suggested the possibility of partnering with other entities to assist <br />with the education requirements of the Stormwater Pollution Prevention Plan. <br /> <br />Councilmember Kurak inquired as to what the City's obligation was in terms of education. <br /> <br />Principal City Engineer Olson explained that the City is required to sponsor a minimum of one <br />meeting and provide information on what the City feels is the best management practice. <br /> <br />Consensus of the City Council was to forward the Stormwater Pollution Prevention Plan to the <br />City Council for ratification. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Kurak, to recess the City Council <br />work session. <br /> <br />The work session of the City Council recessed at 6:16 p.m. <br /> <br />Councilmember Zimmerman called the City Council work session back to order at 6:30 p.m. <br /> <br />2) Town Center Update <br /> <br />City Administrator Norman explained that the purpose of the meeting was to allow Ramsey <br />Town Center LLC the opportunity to provide an update to the City Council and all <br />Councilmembers the opportunity to ask any questions they may have. <br /> <br />City Council Work Session/May 6, 2003 <br /> Page 3 of 11 <br /> <br /> <br />
