The results <br />of this traffic generation analysis show a 2005 levels of service no lower then "C" for the closest <br />three intersections. These intersection include Alpine Drive and County Road 57, Alpine Drive <br />and CSAH 5 and Alpine Drive and TH47. The lowest acceptable level of service is considered <br />to be Level "E". <br /> <br />Utilities and Water Usage,: The development will need to be served by municipal water and <br />sanitary sewer.-Neither sanitary sewer nor watermain are immediately available to the proposed <br />development. The sanitary sewer trunk main currently terminates 880 feet south of the Alpine <br />Drive. The closest locations of the water main are an eight-inch main located on the south side of <br />Alpine Drive and a 12-inch main on the west side of CSAH 5 (Nowthen Blvd.), a distance 300 <br />feet north of 151 s, Lane. <br /> <br />It should be anticipated that the City will require that the trunk sanitary sewer line be extended up <br />to and through the site to the CSAH 5, and that the 12-inch watermain be extended along CSAH <br />5 up to County Road 57 (Sunfish Lake Blvd.) and then loop through the site and connect with the <br />existing 8-inch water main on the south side of Alpine Drive. <br /> <br />The sewer and water trunk expenditures significantly exceed the revenues associated with this <br />development. This issue will be discussed with the Public Works committee on May 20th. <br /> <br />Drainage and Utititj' Easements: The final plat should show all common areas dedicated as <br />drainage and Utility easements. <br /> <br />Park Dedication: The development was reviewed by the Park and Recreation Commission. at <br />their April and May meetings. The Park and Recreation Commission is recommending that park <br />dedication requirements be satisfied through a combination of land dedication and a cash <br />payment. The 2003 Park Dedication rate is $1,800 per unit, which equates to a cash payment of <br />$363,600. The Park and Recreation Commission recommended that the City accept the .5 acre of <br />proposed open space area located at the southeastern .corner of the subject property for land <br />dedication and credit the developer $32,724 towards the required park dedication fees. Therefore, <br />park dedication will consist of a cash payment in the amount of $330,876 and a .5 acre parcel <br />land dedication that will be utilized for public park purposes. It should be noted that the rate .in <br />effect at the time the subdivision receives final plat approval will be required. The existing single <br />family homestead is exempt from park dedication requirements. <br /> <br />Trail Dm, elopment and Trail Fees: The current trail development fee is $475.00' per unit and is <br />due prior to recording the plat. The rate in effect when the subdivision receives final plat <br />approval will be required. The preliminary plat is providing for an 8-foot bituminous trail along <br />Nowthen Blvd., Alpine Drive, and Sunfish Lake Blvd. The Park and Recreation Commission <br />recommended against providing a trail credit for the construction of pedestrian pathways along <br />the Nowthen Blvd. and Sunfish Lake Blvd. The plat is noting several areas of"proposed trail by <br />others," keeping consistent with past policy, the 'City has required the developer to construct <br /> <br /> <br />
