adjacent to the sidewalk along 153rd Lane. The applicant has also reduced the slopes surrounding <br />the wetland. Staff is again recommending that the split rail fence be replaced with a steel fence to <br />provide for further safety measures along the wetland. <br /> <br />The Planning Commission discussed the need to provide for a public access easement from the <br />town_home units to the .5 acre open space node located at the southeastern corner of the plat in <br />order for the subject open space node to be counted towards common open space requirements. <br />The developer is willing to provide an access easement from the town_house units to the open <br />space node if the City Council desires. The developer would like to discuss a few other options to <br />provide an access to this area with the City Council, however they are willing to provide the <br />necessary access if directed by the City Council. <br /> <br />Recommendation: <br />The Planning Cornmission recommended preliminary plat approval subject to compliance with <br />the City Staff Review Letter dated May 16, 2003, revised June 6, 2003, the developer providing <br />appropriate landscaping along the pond located at the northwest corner of Alpine Drive and <br />Sodium Street, installing safety features along the wetland located at the northeast corner of <br />Sodium Street and Sunfish Lake Blvd., and providing for a public access easement from the <br />townhome units to the .5 acre open space node located at the southeastern corner of Alpine Drive <br />and Nowthen Blvd. <br /> <br />As referenced in their June 6, 2003 letter, it appears that the Developer has addressed all of the <br />Planning Commission's concerns and will provide a revised preliminary plat to staff and address <br />staffs recommendations regarding the type of fence provided around the pond and wetlands, <br />prior to the City Council meeting on June 10, 2003 <br /> <br />As you may be aware there is a resolution attached to this case requesting that the City Council <br />waive the 14 day time frame requirement between the Planning Commission public hearing and <br />City Council review. It should be noted that the developer paid the applicable fee to request that <br />the Planning Commission hold a special meeting to discuss the preliminary plat of Alpine Acres. <br />The Planning Commission scheduled a special meeting for May 20, 2003. Due to a lack of <br />quorum, the Planning Commission was unable to take official action on the preliminary plat on <br />May 20, 2003. Due to scheduling conflicts the Planning Commission was unable to hold a <br />meeting prior to their regular June 5, 2003 meeting. City Code states that preliminary plats <br />cannot be reviewed by the City Council until at least 14 days after the Planning Commission <br />holds a public hearing. Due to the absence of a quorum at the special May 20, 2003 Planning <br />Commission meeting, the developer is requesting that the City Council waive the 14 day time <br />frame requirement to allow the City Council to review the preliminary plat of Alpine Acres at <br />their June 10, 2003 meeting. '- <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution # waiving the 14 day time frame requirement between <br />the Planning Commission public hearing and City Council review of the preliminary plat of <br />Alpine Acres. <br /> <br /> <br />
