I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Anoka County staff made it clear that the current platted RiVerdale Drive intersection cannot be changed <br />until the appropriate government agency is able to take control of the property and at this point, the <br />County is unable to' determine when that will occur. : <br /> <br />Since Riverdale Drive is a designated MSA road, the Council inqu/red whether R/verdale Drive could be <br />constructed to temporary standards until the realignment of Riverdale Drive occurred. MnDot Would <br />require Riverdale Drive' to be constructed to MSA standards, however there are measures the City could <br />take to reduce road construction.cost. - <br /> <br />The City Council also questioned if the placement of the 12-inch waterline would be affected if <br />Riverdale Drive were to be relocated, Staff and the developer have discussed. this issue and determined <br />that the 12-inch waterline could be placed so that it would not'need to be relocated even if Riverdale <br />Drive is required to be realigned in the future. · <br /> <br />The City Council tabled action on the .prOposed prelhninary plat for Rivenwick 3~ Addition at the <br />November 12, 2002 meeting. <br /> <br />Recommendation: ' <br /> <br />The realignment of Riverdale Drive will 0nly be required when the land to the south of the project area is <br />developed and accessed as a Regional Park and when development occurs west of the subject property. <br />The City is aware that MnDot anticipates upgrading the signalization'at the intersection of I-Iighway #t0 <br />and Ramsey Blvd. in the year 2004. The City participation would be $5;000 if the City constructs the <br />intersection of Highway #10 and Ramsey Blvd. as a four legged intersection prior to MnDot beginning <br />their resignalization project. <br /> <br />The City Council had previously discussed whether or not the City should, require an escrow from the <br />Developer for the cost to realign Riverdale Drive in the future. Since the realignment of Riverdale Drive <br />would be required only if and when future development occurs to the south and west, it seems more <br />reasonable to require the developer to incur the cost of improvements required as a result of their project} <br />namely upgrading the signalization at Highway #10 and' Ramsey Blvd. Staff is also recommending that <br />the City Council approve the preliminary plat with the alignment of Riverdale Drive as proposed. <br /> <br />Council Action: <br />Motion to adopt Resolution #03-01-OI0tol approve the Preliminary plat of Rivenwick 3rd Addition <br />contingent upon compliance with City Staff review letter dated September 27,2002,. revised November 8, - <br />2002, revised January 1'0, 2003 and the developer receiving a rezoning of that portion of the subject <br />property which is zoned B-1 Business. <br /> <br />~or~ <br /> <br />Motion to deny. the preliminary plat ofR/venwic!< 3~a Addition. <br /> <br />CC: 1/14/03 <br /> <br />Review Checklist: <br />Community Development Director <br />Principal Planner <br />City Administrator <br />City Engineer(s) <br /> <br />-107- <br /> <br /> <br />
