The. future operations analysis was completed for two roadway alternatives.
The first analysis assumes that the median along TH 10 will be closed at the intersection of
Feldspar Street, resu-icting access lo right-in/right-out movements. 'A second analysis was
completed with the intersection of TH 10/Feldspar Street remaining in-place as. a full-access
intersection. For both alternatives, Rivenwick Drive will' be extended westerly to connect with
the intersection of TH 10/Ramsey Boulevard. The analyses were also conducted tbr the side-
street stop controlled T-intersection created by Garnet Street and the Riverdale Drive extension,

As shown in Table 3, results from the analysis with the closure of the cross-over median at TH
10/Feldspar Street indicate that all key intersections will operate at acceptable levels of service in
year 2005, except for the intersection of TH 10/Sunfish Lake Boulevard. This. intersection is
expected to continue to operate at an unacceptable level of service in year 2005. This
intersection experiences significant queuing for eastbound through and SouthboUnd lefd.through
traffic during the a.m. peak hour and for westbound'through and southbound left/through traffic
during the p.m. peak hour. Operations at this intersection are expected to si~ificantly improve
with the addition of southbound dual left-turn lanes, a northbound left-turn lane and a separate
through and right-turn lane for both approacheSl However, the overall level, of service for this
intersection would remain the same, due to the high volume of eastbound and westbound through
vehicles. The poor level of service and resulting recommeridations are due to background traffic
growth on TH 10 and would be needed regardless of the proposed development. Only the
construction of additional through lanes on TH 10 will improve the year 2005 intersection
operation to an acceptable level of service during the a.m. and p.m. peak hours. Level of service
results at TH 10/Ramsey Boulevard are metered by westbound capacity constraints at the
intersection °fTH 10/Sunfish Lake Boulevard.

Table 3
Year 2005 Capacity Analysis - Feldspar Street with Right-in/Right-out Access
Level of Service Results

Level of Service
IntersectiOn
AiM.
