-246- <br /> <br />Subd. 5 Design Standards. <br /> <br />Building Placement and Massing <br /> <br />Build-To Lines. Building facades Shall comprise at least <br />70% of each street edge identified on the Regulating map. <br />To meet this requirement, building facades for <br />commercial/mixed use buildings in commercial/mixed use <br />areas must be 0-5 feet from the streetside property lines <br />where build-to lines are drawn. Awnings and architectural <br />features may project beyond, the build-to lines2 Recessed <br />arcades and trellises are encouraged. If the overall program <br />exceeds the 70% requirement, buildings may be placed in <br />the interior of the block. Major anchor stores of 30,000 <br />square feet or more may also be placed in the interior of the <br />block. Buildings in the industrial/research & development <br />area must be 5-15 feet from the streetside property line. ' <br /> <br />Building Orientation. All retail, civic, residential and <br />office building entries shall front onto public streets,' with <br />the exception of mid-block residences and anchor stores of <br />sizes greater than 30,00 square feet. The anchors' <br />entrances must be connected to adjacent streets via a <br />landscaped, publicly accessible walkway. Access from <br />parking may be via mid-block passageways, or "paseos," to <br />the street. Secondary entries may be placed at the rear of <br />street-facing buildings. Blank walls and ground-floor <br />parking garages are not permitted adjacent to streets. <br /> <br />.i. <br /> <br />Building Design <br /> <br />Street Orientation. Mixed-use and commercial buildings <br />should address, streets with entries and windows, not blank <br />walls and loading docks. Any necessary parking should be <br />Iocated on surface lots behind buildings or in parking <br />structures with ground-floor retail. Large "bOx'' buildings <br />can be retrofitted to a more pedestrian scale through the <br />addition of doorways, windows, arcades and other <br />architectural details. TheSe details create articulation and <br />break up the large mass. In addition, smaller retail <br />buildings, cafes or' restaurants inserted next to large bland <br />buildings help add more activity and variety to the <br />streetscape. <br /> <br />Town Center District - Jan.
