It was pointed out that only the removal discussed <br />under Chapter 2.03.02 included "absences" and no other method of removal is mentioned in the <br />City Code. In August 1997, the City Council adopted a. Code of Conduct, which governs 'the <br />conduct of City employees, including elected officials, union, on-union, supervisory, non- <br />supervisory, managerial, full-time, part-time, temporary employees, and members of City boards <br />and commissions. While employees have methods and processes for termination and removal, <br />there are no such rules that govern the conduct of boards and commission members. <br /> <br />It was pointed, out that a Planning Commission member and Town Center Task Force <br />Commission member had written a Letter to the Editor which was in clear violation of the Code <br />of Conduct. It was the consensus of the Council to include a removal clause in Chapter 2 of the <br />City Code which would call for removal of Board or Commission members for cause if a <br />violation took place o£the Code of Conduct. <br /> <br />Staff was directed to draft changes to the Board and Commission policies, as well as Chapter 2 <br />of the City Code as discussed, which would allow for removal for Board or Commission <br />members. <br /> <br />4) Council Work Session & Committee Meetings <br /> <br />At the close of the Council meeting on November 14, 2000, the City Council directed staff to <br />schedule work sessions be televised. At a subsequent CoUncil meeting of November 2000, <br />Committees were included as direction to staff to have televised. It appears the City Council Will <br />be appointing committees that are less than the quOrum and will no longer be requiring <br />cablecasting; the issue of Council work sessions require Council action for changes to take place. <br />Staff requested direction regarding the continuation of the cablecasting of Council work sessions. <br /> <br />Staff was directed to draft a motion to rescind the Council action of November 14, 20013, and <br />develop a Council work session cablecast update program for implementation in January 2003. <br />A suggestion that the work session cablecast update program would include the City <br />Administrator and a Councilmember and that the program would be used for education purposes <br />of Ramsey residents. <br /> <br />ADJOURNMENT <br /> <br />The Council Work Session adjourned at 8:30 p.m. <br /> <br />Respectfully submitted, <br /> <br />James E, Norman <br />City Administrator <br /> <br />City Council Work Session/December 17, 2002 <br /> Page 3 of 3 <br /> <br /> <br />
