CASE # <br /> <br />REPORT FROM ECONOMIC DEVELOPMENT AUTHORITY <br /> By: Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />The EDA met on January 13, 2003 and discussed the following agenda items. <br />Case #1: Appoint Chair and Vice-Chair/Treasurer <br /> <br />The EDA appointed Chris Riley as the Chairperson and Keith Keifer as the Vice-Chair/Treasurer for the <br />year 2003. <br /> <br />Council Action: No action needed. <br /> <br />Case #2: Addendum to Ramsey Town Center Retail Market Analysis <br /> <br />The EDA has been discussing how the development of the Town Center may affect existing businesses <br />and existing retail nodes in Ramsey. EDA members have expressed considerable concern with the retail <br />node along 1674 Avenue and Highway #47. This retail node is having a difficult time retaining businesses <br />and has not been a thriving retail node for the past several years. The EDA is interested in f'mding out <br />how the retail node can be redeveloped to be an active and thriving retail center and obtain data on how <br />this retail node can co-exist with the Town Center. The EDA requested a quote from McComb Group Inc. <br />to complete a detailed comparative redevelopment analysis for the retail node of 1674 Avenue and <br />Highway #47. McComb Group submitted a study .outline and quoted a price of $20,700. A copy of the <br />McCombs Group redevelopment study quote and the draft EDA minutes dated January 13, 2003 are <br />attached. <br /> <br />Council Action: The EDA recommended that the City Council approve the McComb Group Inc. <br /> retail node.of167t Avenue and Highway <br />redevelopment comparative analysis to be completed for the ~' <br />#47 at a cost not to exceed $20,700 to be drawn from the EDA budget~ <br /> <br />Case #3: Grosslein Beverage Property/Bulow Inc. Property <br /> <br />Mr. Grosslein owns a vacant parcel located adjacent to Comfort Suites along Highway #10 and SUnfish <br />Lake Blvd. Mr. Bulow owns a vacant parcel located along the eastern side of Sunfish Lake Blvd., behind <br />the Amoco gasoline station. Mr. Grosslein would like to purchase Mr. Bulow's property and relocate an <br />existing pond from Mr. Grosslein's vacant parcel to Mr. Bulow's property. Mr. Grosslein believes <br />relocating the pond will allow adequate off-street parking on his vacant property to attract a nice <br />restaurant to complement Comfort Suites and provide additional dining options in the City. It is Mr. <br />Grosslein's opinion that' Mr. Bulow is asking above market value for the his vacant Parcel and would like <br />the City to facilitate the purchase of the Mr. Bulow's property. The EDA discussed Mr. Grosslein's <br />request and listened to Mr. Bulow's opinion regarding the value of his Vacant property. The EDA <br />directed staff to work with the two landowners to try to facilitate a. fair market, value Price for Mr: <br />Grosslein to purchase Mr. Bulow's property.
