City Administrator <br /> <br />Background: <br /> At the Public Safety Board meeting of January 16, 2003, Police Chief James Way presented a <br />case for re-organization of the Police Department. The attached minutes reflect the recommendation of <br />the Board to the City Council to amend the structure of the Department. The current Police <br />Department organizational structure is depicted in attachment A. The proposed new structure is <br />depicted in attachment B. The proposed structure provides for increased supervision for each shift, <br />with the creation of an additional Sergeant position and elimination of the Corporal position. <br />Additionally, with the creation of the Captain position, the role of secOnd in command within the <br />Department is more clearly defined apart from the role of the Sergeants. The fiscal implications of this <br />change are minimal. There would be no change in salary for the Captain position from the current <br />salary fbr the First Sergeant position. The elimination of the Corporal position and subsequent creation <br />of an additional Sergeant position would have a budget impact of $820 for 2003. The additional funds <br />required the potential reorganization in 2003 were included in the 2003 budget. If the proposed <br />reorganization is not approved by Council, those funds would simply not be expended for the <br />additional salary required for the third Sergeant position. <br /> Since late last year, the Police Department has experienced significant change in its leadership, <br />with the appointment of James Way as Police Chief on November 12th 2002, subsequent promotions, <br />and hiring of a new Patrol Officer. As a result of the recent promotional' processes that occurred in <br />December, there is a current list of qualified applicants that tested for the position of Sergeant. If <br />Council should choose to approve the proposed reorganization of the Police Department, staff is <br />recommending that Corporal Thomas Lueck be promoted to the position'of Sergeant effective with the <br />proposed reorganization, subject to Council approval.
