15153 NO~vV~HEN BLVD.
RA~ISEY, MN 55303
763.427.1410

January2,2003

SR Auto
Radu Kryshmaru (Owner)
Sergey Povlovich Karachrntes (Owner)
7443 High~vay 10
Ramsey, MN 55303

Reference: Fire Code Violations located at 7443 Highway 10

Dear Business Owners,

On December 27th, 2002 1 conducted a fire inspection of your business after noticing
salvaged vehicles parked on the property of 7433 Highway 10. At that time, I was able to discuss
with Mark Paskar who stated he was an owner of the business, the code violations that are located
on your business premise. Because these code violations are so severe, and in fact a hazard to
your employees and yourself, I am requiring you to stop conducting salvage and repair
business at your location until you can get your business up to some level of safeW based on the
Uniform Fire Code (UFC) and Uniform Building Code (UBC).

I
I
I

Mark confirmed that that your business was using salvaged vehicles in order to remove
parts from them so that another vehicle can be repaired and sold. As I walked through your lot, I
could see numerous salvaged vehicles that contained hazardous liquids in them as well as
batteries, tires, flammable/combustible liquids, and more stored improperly Outside in plain view.
There is limited fire department access, accumulations of combustible debris, and tires stored
improperly. All of these are in violation of the 1997 Uniform Fire Code ARTICLE 34, and must
be corrected or removed-immediately.

Mark allowed me to view the inside of the garage that is used as a. repair garage. While
doing so, I could not help but notice that there were flammable liquids not stored properly,
electrical equipment not wired to code, any fire extinguisher, and hazardous materials not
properlY stored inside of the garage. All these are in violation of the 1997 Uniform Fire Code as
well. I was able to locate a severe structural hazard when I looked at the east walt and .was.able to
look outsidefi'om the inside becaUse the mortar that holds the blocks together was missing. The
roof of the structure also appeared unstable and was covered on the outside by a large blue tarp
nailed directly to the sheathing material to keep it from leaking. The structure of this building is
in need of repair and is not suitable for business to be conducted out of it~ The building is also in
violations with the 1997 Uniform Building Code. Because law adopts each code, each violation
is punishable in a court of law if not corrected:

I
I
I
!
I
I
I

-20-
