Ail in favor. <br /> <br />APPROVE MINUTES <br /> <br />Commissioner Deemer stated that in the July 18, 2002 Charter Commission meeting minutes, <br />when he is referring to rules and regulations, he is referring to the Charter but the minutes do not <br />reflect that. He suggested a note be added to the minutes that states this. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Swanson to approve the July <br />18, 2002 Charter Commission minutes, with the addition of the note stating that the rules and <br />regulations being discussed pertain to the Charter. <br /> <br />Motion carried. All in favor. <br /> <br />Case #1: Consider City Manager Form of Government <br /> <br />Chairperson Vogt stated that the Charter is discussing our City's government - going from City <br />Administrator to a City Manager form of government. The Mayor and City Council have been <br />invited to talk about the pros and cons of these types of government. He explained that this topic <br />came up for discussion in 1999, where the Commission talked about it only briefly. He <br />suggested either Mr. Norman or Mr. Goodrich give the newer members some background. <br /> <br />City Attorney Goodrich stated that since the last meeting, he has determined that this mater <br />cannot be put on the November ballot. In order for it to be placed on the ballot, it must be <br />decided upon at least 12 weeks before the General Election. This is a new provision in State <br />Statutes, however, the Commission could choose to schedule a special election. It appears we <br />will have two questions on this ballot - Chapter 14 and Section 3.2, as he felt that the City <br />Council may not be able to unanimously approve deleting 3.2 and the Commission has stated <br />that if it is not passed by the Council, it should appear on the November ballot. <br /> <br />City Administrator Norman stated that the Charter Commission has asked him to provide a brief <br />description of the difference between a City Manager and a City Administrator form of <br />government. He noted information in the agenda from the League of Minnesota Cities entitled <br />City Administration: Clerk, Administrator, Manager, dated August 2000. <br /> <br />The Commission reviewed some of the information. <br /> <br />Charter Commission/July 18, 2002 <br /> Page 2 of 10 <br /> <br /> <br />
