Commissioner Deemer suggested that since payroll is approved on the Consent Agenda, it is a
public document; therefore, salary information is not private'now. That may change with a City
Manager form of government.

Commissioner Ebel suggested seeing how a seven person Council system works and, in a year,
discuss this again.

Commissioner Deemer stated that the scenario about Councilmembers asking someone for
information and that he would now have to go through the manager - that's not the case is it?

Councilmember Hendriksen stated, for example, he would call Sylvia and in that conversation,
ask her to fax something. Is that against State Statute?

Mr. Goodrich replied, not unless she doesn't do it for someone else.

Mayor Gamec stated that there is a difference between a request for information and actually
giving work direction.

Councilmember Hendriksen stated he is on the Cable Commission and one of the things that's
available to every resident in this City is cable access - it is legally free to everyone (the local
channel). He stated he called to request this information be placed in the Ramsey Resident.

Chairperson Vogt thanked the City Council for coming to the meeting and suggested he would
like to meet with them more often.

COMMISSION INPUT

It was determined that the next meeting of the Charter Commission would be January 16, 2003,
at 7:00 p.m.

ADJOURNMENT

Motion by Commissioner Milless and seconded by CCmmissioner Ebel to adjourn the meeting.
Motion carried.

The regular meeting of the Charter Commission adjourned at 9:12 p.m.

Respectfully submitted,

Jo Thieling
City Clerk

Charter Commission/AugUst 15, 2002
