Discussion ensued relating to personnel issues and pUblic versus closed meetings. <br /> <br />Mr. Goodrich stated that nothing like that would change with a City Manager form of <br />government - the City would still follow State law. <br /> <br />A brief discussion ensued relating to what is private and what is public with regard to <br />personnel/employees. Also discussed were which employees are in Unions, etc., and what <br />would the role of a City Manager play with regard to contractS. It was spelled out that the City <br />Council would still have control over Union contracts. <br /> <br />Commissioner Bertzyk inquired where the discussion ended with regard to this issue if it was <br />discussed in 1998 and 1999. <br /> <br />Attorney Goodrich stated that it was not seriously discussed as other issues came up. <br /> <br />Chairperson Vogt recollected that at that time, the Charter started dealing with wards., etc. <br /> <br />Commissioner Bertzyk inquired if the biggest thing is administration and is it difficult for the <br />Council to keep up - and does increased population have something to do with it. <br /> <br />Councilmember Zimmerman felt that it is effective to be on the different boards - not all on the <br />same ones. <br /> <br />Mayor Gamec stated you could "flip a coin". <br />delegate increasingly. <br /> <br />Chairperson Vogt summarized that personnel is the most important key. <br /> <br />It is really Personnel - as you grow, you find you <br /> <br />Councilmember Hendriksen stated that earlier in the meeting, an example was cited and he <br />thought it was brought up to show abuse. He felt there is more of a chance for abuse if it is all up <br />to one individual. One individual could show favoritism and with a growing city, there are more <br />duties for this one individual. He felt that the role of the Council has not changed that much. In <br />his opinion, the Council pretty much goes along with decisions of Department Heads firing and <br />hiring. With five Councilmembers making a decision, the likelihood of favoritism is less. He <br />does not see an increase in department heads anytime in the near future and he does not feel there <br />has been any more work created for the Council. <br /> <br />Commissioner Ebel stated that she is asking for figures of City AdminiStrator salaries versus City <br />Manager salaries. <br /> <br />Councilmember Hendriksen stated that the question Ms. Ebel should be asking is what the <br />Stanton Survey says for wage for City Administrator versus City Manager. <br /> <br />Discussion ensued relating to posting of the position, etc. Chairperson Vogt stated that these <br />dynamics should not be discussed at this meeting. <br /> <br />Charter Commission/July 18, 2002 <br /> Page 7 of 10 <br /> <br /> <br />
