PC CASE # & <br /> <br />REPORT REGARDING STATUS OF HUMAN RESOURCES MANAGER POSITION, <br />RECOMMENDING APPOINTMENT OF INTERIM HR MANAGER AND APPROVAL <br /> OF CONTRACT WITH LABOR RELATIONS ASSOCIATES INC FOR <br /> RECRUITMENT SERVICES <br /> By: Curt Boganey, Interim Human·Resources Manager <br /> <br />Background: <br />On January 14th 2003 the City Council adopted a resolution accepting the resignation of <br />Patrick Leadens and ratified the utilization of Curt Boganey as Interim HR Manager. <br />Unfortunately, Mr. Boganeys' services will not be available in March due the fact that he <br />has accepted an offer of full time employment with another community. <br /> <br />The City Administration has solicited and received a proPosal from Labor Relations <br />Associates, Inc. (LRA) to provide recruitment and selection services for the position of <br />Human Resources Manager. The proposal from LRA, Inc. is attached for your review. <br /> <br />Until the HR Manager position is filled, it is important that the human resource function <br />continue with full-time management. We have been fortunate to identify, Givonna Reed, <br />who has agreed to accept the position of Interim Human Resources Manager during the <br />recruitment period. Ms. Reed is the former Assistant City Administrator for the City of <br />Mounds View where personnel management was her major area of responsibility. She is <br />currently employed by the City of Brooklyn Center on consulting basis. We have every <br />confidence that she will be a very capable replacement during this interim perio& Ms. <br />Reed's resume is attached to this case for your review. <br /> <br />Budgetary Effect: <br />Ms. Reed has agreed to a compensation rate orS 35.00 per hour. Ms. Reed will be hired <br />as a temporary employee without benefits and will be paid from the current Human <br />Resource Manager Budget. This budget is sufficient to cover these costs. <br /> <br />LRA has submitted a proposal to provide recruitment and selection services, a copy of <br />which is attached. Within this proposal is an array of services. The administration <br />anticipates using most but not necessarily all of the services as outlined. For this reason <br />we expect the final cost to be less than the total estimate ors 6,758.00. Funding for <br />contractual ~services of this type are provided for in the Administrative Services budget <br />for recruitment expenses. The balance in that account is sufficient to cover the .anticipated <br />cost of this service. <br /> <br />Staff Recommendation: <br /> <br />Motion to recommend City Council adoption of a resolution authorizing the City <br />Administrator to hire Giovanna Reed as a temporary employee to serve as Interim <br />Human Resources Manager effective February 18th 2003. <br /> <br />-243- <br /> <br /> <br />
