FC CASE <br /> <br />PURCHASE OF NEW SELF-CONTAINED BREATHING APARATUS (SCBA) <br /> By: Dean Kapler, Fire Chief <br /> <br />Background: <br /> <br />In 2002 the City of Ramsey was fortunate enough to be awarded a FEMA grant in the amount of $152,068. <br />Part of the grant is to be utilized for purchasing new SCBA's. The fh:e departments long-term capital <br />equipment plan planned for replacement in 2004. Acquiring the FEMA grant allows this purchase to <br />happen earlier than planned and saving the city substantial cost. <br /> <br />Fire Department staff has made a thorough analysis of: the different manufacturers available, service levels <br />and availability, and what makes and models other fire departments in the inunediate area use. The result of <br />the research is concluded with a recommendation to purchase MSA brand SCBA's per Ramsey Fire <br />Department specifications. The new apparatus will be the more common high-pressure type (4500 psi vs <br />the current 2216 psi) and will also be weigh approximately 50% less than the current type used. The new <br />SCBA's are 2003 models and both NFPA and OSHA compliant. <br /> <br />Total cost for the purchase of the air packs, bottles, masks and .misc. hardware is $80,959.50 The supplier <br />(Metro Fire, Ham Lake MN) received the Minnesota State Purchasing Consortium contract which satisfies <br />Ramsey's obligation to the state bidding law. <br /> <br />Stall' Recommendation: <br /> <br />Staff is reconmqending that Metro Fire be awarded the contract to provide MSA SCBA's to the Ramsey <br />Fire Department in the amount of $80,959.50 <br /> <br />Funding Source: <br /> <br />Part of the FEMA grant requires the City to match the grant amount by 10%. This amount will be taken <br />fi'om the Equipment Replacement Fund that the current SCBA's contribute to.
