Principal City Engineer Olson stated that staff also presented the costs to maintain the dirt roads <br />and a maintenance schedule. <br /> <br />Councilmember Hendriksen inquired if staff could estimate what it costs to maintain a dirt road, <br /> <br />Principal City Engineer Olson replied that those are numbers that will be included in the <br />feasibility study. · <br /> <br />Councilmember Hendriksen stated that what it looks like to him is that maintaining the dirt roads <br />isn't scheduled in the prog[am for 18 years. <br /> <br />Principal City Engineer Olson replied that the reason it is that way is they do not have the <br />feasibility studies completed. If there is a consensus to provide maintenance to the dirt roads <br />then those figures will be included in the program. <br /> <br />Councilmember Hendriksen stated that he thinks that those people that chose to live on a dirt <br />road need to pay there for fair share of their maintenance costs, but if their choice' is to pay for it <br />in its current condition or upgraded should be their decision. <br /> <br />Councilmember Zimmerman stated that he thought staff has done a good job in putting together a <br />street maintenance program and spreading out the projects. <br /> <br />Case #2: Update to the 155th Lane NW Storm Sewer Project <br /> <br />Principal City Engineer Olson stated that as part of the construction of the four developments <br />located on the northwest quadrant of T.H. #47 and Alpine Drive, 'dewatering was necessary to <br />install some deep utilities. The contractor for Wildlife Sanctuary, S.J. LOuis, Inc., applied and <br />received a DNR appropriations permit for those dewatering activities. Since the dewatering <br />began, they have run into some issues with the water that is being pUmped into the wetland east <br />of T.H. #47. There has been numerous discussions with the residents that live aroUnd the DNR <br />wetland located east of T.H. #47 and north of Alpine Drive NW. The residents generally <br />concerned with the level that the water reaches before entering into the culvert that was installed <br />on the west side of 155th Lane NW. One thing staff has noticed is that the drainage and utility <br />easements are not at the wetland delineated limits. The wetlands were delineated this year to <br />determine where they could place the pipe without draining the wetlands. The drainage and <br />utility easements in some cases are under water. The purpose of the case was to discUss the <br />project and discuss the possibility of purchasing the easements necessary to aChieve the level <br />necessary during a 100-year rainfall event. Hakanson Anderson Associates provided a model of <br />the storm sewer and updated the Southeastern Stormwater plan as Part of the design work for <br />those developments. The 100-year design elevation is expected to reach an elevation of 864. <br /> <br />Councilmember Hendriksen inquired if they would only be purchasing the easements to <br />accommodate dewatering for a short period of time. <br /> <br />Public Works Committee/November 19, 2002 <br /> Page 7 of 15 <br /> <br />-37- <br /> <br /> <br />
