-58- <br /> <br />City AdministratOr Norman replied that the City pays Mr. Levine an hourly rate. <br /> <br />Councilmember Elvig inquired if it was staff's opinion that Mr: Tinklenberg would be able to <br />provide'a better scope on the issue. <br /> <br />City Administrator NOrman explained that the issue is so complex, and Mr. Tinklenberg would <br />· have a better knowledge of the issues because he was the Commissioner of MnDOT. <br /> <br />Motion by Councilmember Kurak, seconded by Mayor' Gamec, to recommend that the City <br />Council direct staff to negotiate the contract with Mr. Tinklenberg and bring it back for final <br />authorization. <br /> <br />Further discussion: Councilmember zimmerman stated that he would not want to dismiss Mr. <br />Lev/ne completely because he was an asset during the T.H. ~-47 project. Mayor Gamec agreed. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Cook, Elvig, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />City Administrator Norman stated that during individual meetings .with Council-elect members, <br />the City Administrator was asked by Councilmember-elect Strommen regarding the City's- <br />lobbying efforts on the national level. The City has been approached in recent years by the <br />Minnesota Transportation Alliance to consider membership. The Minnesota Transportation <br />Alliance is a highway and transportation advocacy group who lobbies both on the State and <br />Federal level. Besides lobbying efforts, it also hosts a "Washington Fly-In" for member cities <br />and counties to meet with the Minnesota Congressional Delegation and a "Minnesota Fly-In" <br />which is a one-day opportunity to discuss issues that affect transportation industry with <br />legislative leadership in Minnesota. Membership to the organization is $220, which staff is <br />reconunending they join. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to recommend that <br />the City Council join the Minnesota Transportation Alliance. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Cook, Kurak, <br />Pearson, and'Zimmerman. Voting No: None. <br /> <br />Case #5: <br /> <br />Decide Whether or Not to Waive Statutory Liability Limits for Insurance <br />Application <br /> <br />City Administrator Norman stated that staff recently completed that annual application for <br />general liability and property insurance through the League of Minnesota Cities Insurance Trust <br />(LMCIT). LMCIT requires that City Councils officially waive or decline to waive statutory tort <br />liability limits. Past practice for the City of Ramsey has been to not waive the'tort liability limits <br />set by State Statute, therefore, the policy was renewed without waiving.
