-84- <br /> <br />City Administrator Norman replied yes. <br /> <br />Councilmember Elvig agreed that there is posturing and delicate conversations that occur <br />during work session that are televised. <br /> <br />Counciimember Strommen stated that she has received several calls from people that do. <br />watch the work sessions, and because it is a way to offer information to the community <br />she felt that they should be televised. <br /> <br />Councilmember Zimmerman stated that information is brought out during a work session <br />that leads up to why Council makes their decisions. <br /> <br />Councilmember Cook replied that people getting information from the Work session tend <br />to get misinformation because they. don't understand that decisions are not being made at · <br />a work session, that it is only discussion. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Elvig, to rescind the Council action of <br />November 14, 2000 dealing with Council work session cable casting, except when directed by <br />the Council, and develop a Council work session cablecast update program. <br /> <br />Further discussion: Councilmember Cook stated that he did not think that people needed to <br />worry about anything happening in a work session that is underhanded. If he thinks something <br />should be told to the public he will make it public on television during the Council meeting. <br />Councilmember Kurak noted that the Council has decided that the work sessions will be held. the <br />first Tuesday every month in 'an open forum. City Attorney Goodrich noted that what the <br />Council was contemplating was not closing the meetings, only taking them off camera. The <br />meetings will always be open to the public. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, and Pearson. <br />Voting No: Councilmembers Kurak, Strommen, and Zimmerman. <br /> <br />Case #11: Report from the Personnel Committee <br /> <br />.The Personnel Committee met on January 14, 2003, to discuss the following cases: <br /> <br />Health Insurance Contribution Contract Negotiations <br />The Personnel Committee recommended that the City Council adopt Resolution #03-01- <br />013 approving the 2003 City'S contribution toward the cost of Health Insurance Benefits <br />for members of AFSCME and non-un/on employees, as well as approve a contingency <br />transfer of $8,000 to cover the cost of this benefit. <br /> <br />City Council/January 14, 2003 <br /> Page 24 of 27 <br /> <br /> <br />
