-164-

Councilmember Pearson inquired if staff felt that they could work with what was being
proposed.

Public Works Supervisor Reimer replied that they felt that they could work with the wider widths
and reduced setbacks.

Councilmember'Pearson inquired if there was any concern With the Fire Deparbnent.

Fire-Ch/el Kapler stated that the Fire Department had some concern with the one-way streets
because the initial proposal' of 16 feet would not be adequate if there was a car parked on the
street~ They would be'comfortable with'20 feet.

Councilmember Strommen inquired as to where parking was going to be allowed within the
development.

City Engineer Jankowski explained that with the 32-foot wide roads there wouldn't be any
parking restrictions. If the one-way street is 20 feet wide, parking would be allowed on one side
of the street. ~

Councilmember Strommen inquired if the fire trucks would be able to move through the one-way
streets at a width of 20 feet.

City Engineer Jankowski replied yes, explaining that there would be an eight-foot parking lane
and a 12-foot through street.

Councilmember Strommen stated that on-street parking could be a concern.

Principal Planner Tmdgeon explained that the developer is proposing a median through the main
drive of the development, but the City in the past has not allowed them. If the Council is.
inclined to permit the median, staff'would like to see some type of agreement to assure that it is
going to be maintained properly by the homeowners association, not at the expense of the City.
He also noted that staff would like to field test some the turning radius being proposed to make
sure they can accommodate fire trucks and snow plows.

Councilmember Elvig inquired if there was a speed or momentum that a snowplow has to
maintain to plow the streets.

Public Works Supervisor Reimer replied no; but noted that they will probably need a small truck
to clean around the medians.

Councilmember Elvig inquired if that would be a large cost to the City.

Mr. Reimer replied no, noting that they Use the small truck on other areas in the City.

City Council/January 21, 2003

I
I
I
I
I
!
I
I
I
I
I
I
i
I
I
I
I
I
i
