Councilmember Elvig recommended that they consider alloWing a private street within the cottage home area. Mr. Kangas noted that the change from a private street to a public sVeet came fi.om the Planning Commission discusSion. Mayor Gamec stated that he could agree with the priVate street through the cOttage homes, but keeping the roads through the remainder of the develoPment at 32 feet. Principal Planner Trudgeon inquired if the Council .would be proposing a 32-foot wide private street through the cottage homes withoi~t, the righ.t of way. There was a general consensus of the Council to allow for a private drive for the cottage homes at the 32-foot width. Councilmember Elvig stated that if the City is going to allow for the private street the homeowners association language needs to be strong relating to snowplowing and parking on the street. Mr. Harrison stated that they would like to make the main thoroughfare of the development 16 feet wide on either side of the median with no parking. Director of Public Works/Fire Chief Kapler replied that staff assumed that there was going to be parking on one side, but would be comfortable with the 16-foot width with no parking. Mr. Harrison inquired if the connection to Tungsten Street was going to be required. Consensus .of the Council was to require the Tungsten Street connection. Mr. Kangas inquired if the development is under the four units, per acre would the buffering still be required. . Principal Planner Trudgeon replied yes.
