CASE #: 5 <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF VILLAS OF.MEADOW POINTt <br />TOWNBOMES; <br /> CASE OF ALLSTATE DEVELOPMENT, LLC <br /> By: Patrick Trudgeon, Principal Planner <br /> <br />Background: <br /> <br />On October 28, 2002, Allstate Development submitted a final plat for the first phase of Villas of <br />Meadow Pointe, a 38-unit townhome development with 3 new single family.lots. The property is <br />generally located in the triangular area formed by the intersection of Nowthen Blvd, Sunfish <br />Lake Blvd., and Alpine Dr. The preliminary plat was approved by the City CoUncil on October <br />22, 2002. The first phase was proposed to consist of 10 townhomes and three new single-family <br />lots. ' <br /> <br />On November 26, 2002, the Ramsey City Council tabled action on the final Plat- of Villas of <br />Meadow Pointe Townhomes due to concern regarding the contractual arrangements between. <br />Allstate Development and the underlying property owners. The City Council instructed Allstate <br />Development to bring back information Showing that theY have properly secured the right to <br />develop the properties <br /> <br />The 60-day review period for the final plat of Villas of Meadow Pointe eXpiredgn December 27, <br />2002. City Staff extended the review period for another 60-days as allowed Under State Statutes. <br />The second 60~day period expires on February 25, 2003. Staffhas sent communication to' <br />Allstate Development requesting that they submit a letter of withdrawal, time extension for <br />review, or waiver of City review time limit. To date, the City has received no response from <br />Allstate Development. .- <br /> <br />If the City does not take some formal action'on'the request for final plat by February 25, 2003, <br />the plat is automatically approved under the 60-day rule. <br /> <br />The following information is included for your information <br /> <br /> a) Site location map' <br />· b). Proposed findings of facts supporting denial of final plat <br /> c) Proposed resolution denying final plat <br /> <br />Recommendation: <br /> <br />As the developer has neither provided the additional information required nor an 'extension for <br />review time, City Staff recommends that the City Council adopt findings of fact and deny the <br />final plat. <br /> <br />-225- <br /> <br /> <br />
