<br /> WHEREAS, on July 9, 2002, the. City of Ramsey received an application preliminary plat
<br />from the Developer, for a proposed plat called Villas of Meadow Point; and
<br />
<br /> WHEREAS, on August 29, 2002, the Ramsey Planning Commission held a public hearing
<br />and considered the preliminary plat of Villas of MeadoTM Point; and
<br />
<br /> WHEREAS, on August 29, 2002, the Rarnsey Planning Commission tabled consideration
<br />of the preliminary plat of Villas of Meadow Point to the SePtember 5, 2002 Planning Commission
<br />meeting to allow for the Developer .to address concerns raised at the public hearing; and
<br />
<br /> WHEREAS, on September 5, 2002, the Planning CommiSsion reviewed the preliminary
<br />plat of Villas of Meadow Point and the revisions to the plat based on the comments at the public
<br />hearing held on August 29, 2002 and recommended approval of the preliminary plat dated July 9,
<br />2002 revised July 26, 2002, and revised August 15 and 29, 2002, revised September 5, 2002 and
<br />drainage, grading, utility, and tree protection plans dated July 9, 2002, Revised August 28, 2002,
<br />Revised September 5, 2002, Revised September 17-, 2002 s~ubject to certain conditions; and
<br />
<br /> WHEREAS, on September 24, 2002, the City Council reviewed the preliminary plat for
<br />Villas of Meadow Point and tabled action on the preliminary plat until the October 8, 2002
<br />meeting in order to receive more information regarding the plat; and
<br />
<br /> WHEREAS, on October 8, 2002, the City Council reviewed the preliminary plat of Villas
<br />of Meadow Point and table action on the preliminary plat until the October 22, 2002 meeting in
<br />order to received more information regarding the plat; and
<br />
<br /> WHEREAS, on October 11, 2002 the City received correspondence from the State of
<br />Minnesota Environmental Quality Board (the "EQB") stating that it had received a citizen petition
<br />requesting that an Environmental Assessment Worksheet (the "EAW") be completed for the
<br />Development; and
<br />
<br /> WHEREAS, on OctOber 22, 2002 the City Council reviewed the Citizen Petition and
<br />made a determination that no EAW 'is needed in' relation to the Villas of Meadow Point'
<br />subdivision; and
<br />
<br /> WHEERAS, on October 22, 2002, the City Council approved the preliminary plat of
<br />Villas of Meadow Pointe subject to certain conditions; and
<br />
<br /> WHEREAS, on October 28, 2002, the City received appliCation for the final plat of
<br />Villas ofMead0w Pointe; and
<br />
<br /> WHEREAS, on November 26, 2002, the City Council reviewed the final plat of Meadow
<br />Pointe and tabled consideration of the final plat to allow for property, ownership issues to be
<br />resolved that affected the configuration of the final plat; and
