-24- <br /> <br />Councilmember Elvig stated that he would hate to have to go through the process again if there <br />are changes made to the development plan. <br /> <br />City Administrator Norman replied that there are very little differenceS between the plan being <br />included as part of the AUAR study and the "bubble plan" that came out of the Town Center <br />Task Force. <br /> <br />Patti Kurak, 15001 Sunfish Lake BOulevard NW, Ramsey, stated that an AUAR uses a concept <br />of the entire property to determine the impact and the City is able to take any part of theplan and <br />move it to a different area within the development. The AUAR looks at the impact of the <br />developer as a whole. She also noted that the developer is taking on the fUll cost of the AUAR, <br />so if they change their plan significantly enough to require another AUAR it Will be at their own <br />expense. <br /> <br />Motion by C°uncilmember Zimmerman, secor~ded by Councilmember ElVig, to adopt Resolution <br />#03-0 t-024amending.the boundaries of the Town Center AUAR environmental review. <br /> <br />Motion carried. Voting Yes: <br />and Strommen. Voting No: <br />Cook. <br /> <br />Mayor Gamec, and Councilmembers Zimmerman, Elvig, Pearson, <br />None. Abstain: C°uncilmember Kurak. Absent: Councilmember <br /> <br />Case #4: <br /> <br />Authorizing the Sale of Outlot A AEC Energy Park Fourth Addition, AnOka <br />County, Minnesota . <br /> <br />City Attorney Goodrich stated that Outlot A, AEC Energy Park Fourth Addition, is located <br />adjacent to the Anderson and Dahlen facility on Sunwood Drive NW Knoll Properties, LLC, the <br />real estate holding company for Anderson and Dahlen, Inc. was granted an option to buy Outlot <br />A by the City as a part of the 1999 TX agreement between the City and Knoll Properties. The <br />option to buy expired on December 31, 2002, and it was not exercised by Knoll Properties. City <br />staff believes the City should now declare Outlot A as "excess property" and offer it for sale. A <br />notice of sale has been published in .the Anoka County Union requesting purchase Proposals. <br />Knoll Properties, LLC continues to be interested in purchasing said Outlot A. If the Council <br />approves the ordinance, the City will be declaring Outlot A to be surplus property and it can then <br />be sold on the terms and conditions the Council deems in the best interests to the City. It Was <br />anticipated that one or more purchase agreements will be presented to the Council to review and <br />accept relating to a sale of this property. <br /> <br />Councilmember Kurak inquired as to where would the funds from.the sale of the property go. <br /> <br />City Administrator Norman replied that the funds woUld be placed in TIF. <br /> <br />Motion by CoUncilmember Kurak, seconded by Councilmember Zimmerman, to introduce an <br />ordinance authorizing the sale of Outlot A, AEC Energy Park Fourth Addition, Anoka County, <br />Minnesota. <br /> <br /> City Council/January 28, 2003 <br /> Page 8 of 16 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
