-38- <br /> <br />Finance Officer Lund noted that the funding source had not been identified in the CIP. <br /> <br />Councilmember Kurak stated that the City recently implemented an ISTS program for septic <br />systems in the City and inquired if there were any failing systems in' the first round. <br /> <br />Principal Planner Trudgeon replied that there were no massive failures in any one area. <br /> <br />Councilmember Kurak stated that if the City does have a massive failure in an area the City <br />might be asked to extend sewer and water into the area because of health, safety, and welfare <br />issues so before .the City considers extending sewer and water to the Trott Brook area, they <br />should consider those possibilities as well. <br /> <br />Councilmember Strommen noted that in the CYP under park improvements there was a <br />substantial amount of money being designated for a 9-hole golf course, which she would see as a <br />real low priority. <br /> <br />Councilmember Cook replied that the golf course would provide revenue to the City to help <br />maintain the park system. <br /> <br />City Administrator Norman noted that that will be more of an issue with the MPCA than the <br />City. <br /> <br />Councilmember Elvig inquired as to where park fees come from and how they are allocated. <br /> <br />Councilmember Cook reviewed how the parks are currently funded. <br /> <br />Councilmember Elvig requested that he be given a copy of the policies regarding how parks are <br />funded so.that he can understand the process better. <br /> <br />City Administrator Norman replied that he would put that information together and forward it to <br />the City Council. <br /> <br />Councilmember Pearson noted that Elk River is considering a north/south road on the western <br />line of the City of Ramsey and recommended that staff work together with the City of Elk River <br />on the issue. <br /> <br />City Administrator Norman replied' that staff will contact Elk River staff and report back to the <br />Council. <br /> <br />City Administrator Norman noted that staff did make a couple changes to the CIP.
