The property is zoned R-t Residential and is <br />located in the Central Rural Reserve area. The proposed minor subdivision is a replat of the <br />Schelkoph homestead that will create two new lots. Proposed Lot 1 is approximately 2.11 acres, <br />and Proposed Lot 2 is approximately 2.60 acres. The applicant, was granted a variance by the <br />Board of Adjustment'to the 2.5-acre minimum lot size and the 4 units per 40 acres density on <br />August 29, 2002. The Planning Commission granted sketch plan approval at its November 7, <br />2002 meeting. <br /> <br />The folloWing items are enclosed for your information: <br /> <br />a) Site location map <br />b) Final plat <br />c) Board of Adjustment meeting minutes dated August 29, 2002 <br />d) Planning Commission meeting minutes dated November 7, 2002 <br />e) City Staff review letter dated March 6, 2003 <br />f) Proposed resolution for final plat approval <br />g) Proposed development agreement <br /> <br />Notification: <br /> <br />No public hearing is required during the minor subdivision process. <br /> <br />Observations: <br /> <br />Michael Schelkoph owns a 4.7-acre parcel on Ramsey Blvd. at 153~d Avenue NW. The.existing <br />homestead will remain on proposed Lot 2. The applicant has provided a resubdivision plan <br />according to R-1 urban residential standards and has verified that a primary and secondary septic <br />system can be accommodated on both lots. The submitted final plat shows access to Ramsey <br />BlVd. dedicated to Anoka County (this dedication was requested by the County). At their <br />November 14, 2002 meeting, the Park and Recreation Commission recommended park <br />dedication and trail fees be satisfied with a cash payment. <br /> <br />-157- <br /> <br /> <br />
